Approve agreement with Yolo County Office of Education (YCOE) in the amount of $107,000 to support Countywide Civic Engagement; and authorize the Manager of Procurement to sign the agreement. (No general fund impact) (Webb/Espitia)

Recommended Action

  1. Approve an agreement with Yolo County Office of Education (YCOE) in the amount of $107,000 for funding to support a Countywide Civic Engagement Project through December 31, 2025; and
     
  2. Authorize the Manager of Procurement or designee to sign the agreement.

Reason for Recommended Action/Background

Background
In February 2022, Yolo County executed a contract with the Yolo County Office of Education (YCOE) to serve as the lead agency for the Roadmap to the Future, a Countywide initiative to achieve the vision that every child born in, cared for, and educated in Yolo County has an advantage because of the community’s response to their developmental needs. Subsequently, the Board set aside $1.95M to support implementation of the Roadmap to the Future. On October 8, 2024, the Board directed the County Administrator's office to work with YCOE staff to develop a proposal for allocating the $1.95M funding and return at a future meeting. YCOE and County staff conducted a crosswalk exercise to analyze the needs identified in the Roadmap Needs Assessment relative to County services. On November 12, 2024, staff presented Roadmap to the Future crosswalk materials including funding proposals, and the Board approved $107,0000 for the Countywide Civic Engagement Project.

Expanded Learning and Leadership Development

The agreement is in the amount of $107,000 to support Countywide Civic Engagement in partnership with the Yolo County Office of Education. This project will educate, activate, and empower youth across the County to mobilize and shape their own future. The funding support recommended will allow youth continued engagement in civic activities and allow YCOE to track the number of students registered to voice and take on leadership positions, evaluate students' understanding of government structures, rights and responsibilities, and monitor students' continued civic involvement after high school.

Yolo County Office of Education will also collect performance and outcome data associated with this project. The full scope of the project is further descrbied in the attached Agreement and its attachments (see Attachment A).
