Recommended Action
- Hold a public hearing;
- Adopt 2024-25 Master Fee Resolution (Attachment A) and approve changes to the Yolo County Master Fee Schedule for the Community Services Department, and
- Approve the proposed fee changes in Exhibit 1 to the 2024-25 Master Fee Resolution.

Reason for Recommended Action/Background
This item presents the proposed update to the Master Fee Resolution for fiscal year 2024-25, incorporating fee changes for the Community Services Department. The Master Fee Resolution, first adopted by the Board of Supervisors in 1991, includes an estimated 1,350 fees and charges for services provided by County departments. The use of a single resolution and integrated fee schedule provides for a systematic review of County fees and allows for necessary adjustments to reflect changing service delivery costs. The Master Fee Schedule was last updated on December 3, 2024.

This off-cycle update was requested by the Department of Community Services in response to newly implemented legislation. In 2024, the California Department of Cannabis Control (DCC) adopted emergency regulations to implement Senate Bill 833, allowing cultivators to place their State cultivation license in Limited Operations Status, among other changes. Cannabis cultivators in Yolo County must maintain a cultivation license with both the County and the DCC.
This year, one Yolo County cultivator has elected to use this status for the 2025 grow season to focus on building necessary infrastructure following the approval of their Use Permit. Yolo County currently does not have a comparable license designation. To establish one, the County must incorporate an associated fee into the Master Fee Schedule.
Under Limited Operations Status, a cultivator in good standing may engage in activities such as drying, curing, grading, trimming, packaging, and selling cannabis harvested before the status change. However, no new cultivation is permitted. Staff has determined that administering this status would require 12 hours of staff time, resulting in a proposed fee of $2,868, based on the current hourly rate of $231.
