Reason for Recommended Action/Background
The City of West Sacramento (City) is seeking support from various local law enforcement agencies to augment its capacity to handle special events, primarily baseball games for the Athletics and Rivercats. The attached Memorandum of Understanding (MOU) formalizes an existing, informal arrangement between local law enforcement agencies and is based on a similar MOU executed by cities in southern California. The City anticipates that for most special events, supplemental law enforcement services will be for traffic control and may include a specific request for motor officers. With regard to baseball games, the request may be for both traffic control and stadium security operations. A West Sacramento Police Supervisor or Lieutenant will direct such work and the indemnity provisions of the MOU reflect this arrangement, generally placing responsibility on the City. The City intends to minimize the need for outside law enforcement personnel to serve in more significant (primary) roles.
Scheduling for supplemental law enforcement personnel will occur well in advance of special events. Time for County personnel will be reimbursed at rates set forth in Exhibit A to the MOU, and total compensation is capped at $50,000. The County can terminate the MOU at any time and the MOU recognizes that participating agencies (here, the Sheriff and DA) must prioritize their own law enforcement needs and may modify staffing commitments at any time.
Per Government Code section 55632, agreements to provide law enforcement services require approval by the legislative body of the agency providing services to another jurisdiction. The attached version of the agreement is a template that will be customized in minor respects to include information for the specific County departments that will be eligible to provide services.
