Reason for Recommended Action/Background
The Yolo County Strategic Plan is a guiding document used by the Board of Supervisors to set organizational policies and priorities for a period of four years. It is the intent that the 2024-2028 Strategic Plan be a living document which can be adapted to respond to changes in the community and be updated on a fiscal year basis by County leadership. To successfully coordinate the established annual review schedule, and have the ability to make appropriate interventions as intended, staff indicated the need to explore Strategic Plan tracking solutions to better demonstrate progress on key objectives.
On September 9, 2024, the Board of Supervisors approved a collaboration with the UC Davis Graduate School of Management to participate in their Integrated Management Project (IMP), through which a Master of Business Administration (MBA) student project team has formulated recommendations and analyses to assist the County with important insights regarding the 2024-2028 Strategic Plan's metrics and progress tracking. The student project team, comprised of four MBA students, worked throughout a ten-week, academic quarter to deliver project outcomes and deliverables identified in the Scope of Work (Att. A.).
Project Outcomes/Deliverables from the Scope of Work:
On September 9, 2024, the Board of Supervisors approved a collaboration with the UC Davis Graduate School of Management to participate in their Integrated Management Project (IMP), through which a Master of Business Administration (MBA) student project team has formulated recommendations and analyses to assist the County with important insights regarding the 2024-2028 Strategic Plan's metrics and progress tracking. The student project team, comprised of four MBA students, worked throughout a ten-week, academic quarter to deliver project outcomes and deliverables identified in the Scope of Work (Att. A.).
Project Outcomes/Deliverables from the Scope of Work:
- Report on metrics other governmental entities use effectively that can be adapted for use by Yolo County to assess progress against its 2024-28 Strategic Plan.
- Summary of both "internal" and "external" data sources that contain relevant data for metrics tracking.
- Recommendations for additional metrics to consider for inclusion when tracking the progress of implementing the Strategic Plan. Representations of several options for types of "Dashboard" the County could use to track Strategic Plan metrics and progress against Plan priorities going forward.
The UC Davis Graduate School of Management has provided a Final Report (Att. B.) that includes these deliverables. In summary, the Final Report demonstrates how the MBA student team conducted their research to identify best practices for tracking metrics, standardizing reporting procedures, and utilizing dashboard platforms. Internal stakeholder interviews garnered County Department Head staff responses to determine the key challenges associated with Strategic Plan progress monitoring by a governmental organization. Issues to consider included systemic data collection challenges, technology and resource constraints, and improving stakeholder engagement.
After synthesizing its findings, the team then developed a set of best practices outlined in the Final Presentation slides (Att. C.)- which include a structured and standardized approach to performance tracking to clearly define KPIs and metrics, a range of centralized dashboard management tools, staff focus group examples, and the implementation of a regular review process to enhance engagement and accountability.

Staff has reviewed the recommended approach and has developed potential options that may be readily implemented for the 2025 Strategic Plan annual Board update by the end of the calendar year:

- Collaborate with Information Technology Department staff to consider the viability and applications of current technological solutions such as Power BI. The County already licenses this product and has internal staff expertise to consider a centralized dashboard management process.
- Establish clear, expanded progress labels and tracking guidelines that ensure objectives are more clearly communicated and connected to the Strategic Plan Pillars.
- Consider alternative methods for staff review guidelines and staff involvement (i.e. staff focus groups, introducing a revision approval process, coordinating with Public Information Officer to share public updates on social media and newsletters, etc.) to streamline the Strategic Plan review process and reporting structures.
