Recommended Action

Approve fifth amendment to Agreement No. 21-293 with Yolo County Children’s Alliance to extend the term of the agreement through June 30, 2026; and add funding in the amount of $650,000 for 2024-25; and add funding in the amount of $4,200,000 for 2025-26 for a new contract maximum of $15,583,000 for the period of January 1, 2022 through June 30, 2026; and to clarify language in the Agreement, for the provision of CalWORKs Stage One Childcare services.

Reason for Recommended Action/Background

California Welfare Reform provides for three stages of childcare services and payment systems. Stage One Childcare Services are mandated and funded by the California Department of Social Services (“CDSS”) and begin upon entry of a person into the CalWORKs or CalLearn Public Assistance Programs.

Contracting History:
On or about December 30, 2021 and as the result of a competitive selection process (details provided below), County and Yolo County Children’s Alliance (YCCA) entered into Agreement No. 21-293 (the Agreement) for the provision of these mandated services with an initial term of January 1, 2022 through June 30, 2023.  The Agreement also provided the County with three optional extensions for fiscal years 2023-24, 2024-25 and 2025-26 at $1,8000,000 per fiscal year.

On or about July 12, 2022, the first amendment added CalWORKs funding in the amount of $33,000 in order to pay remaining claims for 2021-22; and updated contract language. On or about July 18, 2022, the Parties amended the Agreement via the second amendment revised the contract budget table to correct an error in the 2021-22 budget.

On or about April 4, 2023, the Third third amendment extended the term through June 30, 2024; increased the fiscal year amounts from $1,8000,000 to $2,700,000 per fiscal year (+$900,000 of CalWORKs funding each to 2022-23, 2023-24 and all optional extension years) and updated contract language. On or about April 23, 2024, the fourth amendment added additional CalWORKs funding of $850,000 to 2023-24 extended the term of the Agreement through June 30, 2025 and added $3,550,000 for 2024-25 (adding an additional $850,000 to the already existing optional extension amount of $2,700,000); and increased optional extension amount for 2025-26 to $3,550,000 (then existing optional extension amount of $2,700,000 plus an additional $850,000). The additional funding was required due to an increase in the number of families being provided childcare services in the CalWORKs Program.

This fifth amendment increases funding to $4,2000,00 for 2024-25 (an increase of $650,000.) This fifth amendment also increases funding for 2025-26 to $4,2000,00 (taking the existing optional extension amount of $3,550,000 and adding an additional $650,000.) Based on utilization trends, the additional funding is needed to support CalWORKs Welfare to Work families by providing immediate and continuous childcare.  California Assembly 1808 requires Counties to provide immediate and continuous childcare to all CalWORKs eligible families for a minimum of 24 months. Providing immediate and continuous childcare allows CalWORKs aided parents to quickly engage in activities to assist with removing barriers to self-sufficiency. These services are funded by CalWORKs Childcare Allocation.

County Counsel has approved this amendment as to form.

Competitive Bid Process/Vendor Performance

On September 13, 2021, the County via the General Services Department, Procurement Division (GSD) issued an Request for Proposals (RFP) on behalf of the Health and Human Services Agency (HHSA) for qualified community-based organizations to provide Stage One Childcare Services.  The RFP was open for thirty (30) days, and staff offered potential bidders an opportunity to ask questions during a Bidders’ Conference on September 22, 2021.  HHSA received one proposal(s) from this solicitation.  GSD reviewed the proposal for minimum requirements and it was moved forward to the Review Committee. The Review Committee evaluated YCCA’s proposal and determined that it met all the required qualifications necessary to successfully provide these services.  Subsequently, the County issued an Intent to Award letter.

Performance Measures included in this Agreement are as follows:
The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Att. B. Performance Measures).

HHSA confirms YCCA has performed satisfactorily under this Agreement. For the period of July 1, 2024 through December 31, 2024, YCCA administered childcare services to an average of 220 families/441 children each month.  Seventy-six percent (76%) of children served were enrolled in licensed childcare.  One-hundred percent (100%) of parents surveyed reported satisfaction with YCCA’s response time to return calls and/or emails.

No general funds are required by this action. These services will be funded by CalWORKs Childcare Allocation. The action increases the contract maximum by $650,000 in FY2024-25 and by $4,200,000. The contract already contained an optional extension for FY2025-26 in the amount of $3,550,000. This action combines that $3,550,000 with an increase of $650,000 for a new FY2025-26 amount of $4,200,000.

The new total contract amount for the period of January 1, 2022 through June 30, 2026 will be $15,583,000.The amount of $550,000 will be included in the HHSA mid-year budget process for FY2024-25 and the amount of $100,000 Will be included in the HHSA third quarter budget process for FY2024-25 . The related funding will be included in the requested budget process for future fiscal years.
