Recommended Action

  1. Appoint Michael Webb as Yolo County Administrative Officer pursuant to California Government Code Section 24000(t) and Yolo County Code Section 2-5.301; and
     
  2. Approve and authorize the Chair to sign a related employment agreement with Michael Webb to serve as Yolo County Administrative Officer for a five-year term from March 31, 2025 through March 31, 2030.

Reason for Recommended Action/Background

For the past several months, the County has conducted a nationwide search using an experienced search firm to fill the County Administrative Officer (CAO) position. After a thorough review of candidates, the Board of Supervisors has selected Michael Webb as the new CAO.

Mr. Webb is well known in the local community, having held a variety of positions with the City of Davis over the course of 27 years. Mr. Webb is currently the City Manager, a position he has held since 2017. His prior positions with the City included Assistant City Manager, Director of Community Development and Sustainability, and Principal Planner. Through his service in City leadership roles, Mr. Webb oversaw multi-million dollar budgets, led infrastructure and capital improvement projects, and played a pivotal role in shaping regional policies. His leadership and collaboration with other regional partners contributed to the establishment of Valley Clean Energy, affordable housing projects, and sustainability efforts that have received statewide recognition.

The attached employment agreement (Attachment A) details the terms and conditions of Mr. Webb’s appointment and service as CAO. The term is for five years, commencing March 31, 2025, with the potential for extensions by mutual agreement. The base salary for Mr. Webb is $345,000 annually. As set forth in the agreement, Mr. Webb will also receive all benefits afforded to County department heads.
