Approve and authorize the Chair to sign the eighth amendment with Partnership HealthPlan of California to extend the agreement through December 31, 2029 for the purpose of continuing Intergovernmental Transfers between Yolo County Health and Human Services Agency and the California Department of Health Care Services. Recommended Action

Approve and authorize the Chair to sign the eighth amendment with Partnership HealthPlan of California to extend the agreement through December 31, 2029 for the purpose of continuing Intergovernmental Transfers between Yolo County Health and Human Services Agency and the California Department of Health Care Services.

Reason for Recommended Action/Background

Since 2011, Partnership HealthPlan of California (PHC), as Yolo County’s local Medi-Cal Health Plan, has been working with Yolo County Health and Human Services Agency (HHSA) to secure federal financial support for services delivered to the Medi-Cal population that have not previously received federal matching funds. The mechanism for securing these funds involves an intergovernmental transfer (IGT) process, through an agreement with the California Department of Health Care Services (DHCS). The IGT process requires that Yolo County transfer local funding to DHCS, who uses the funds to draw down additional federal matching funds. DHCS then transfers the original county funds along with the federal matching funds, minus an administrative fee, to PHC. PHC then transfers these funds back to HHSA. 

The agreement between PHC and HHSA regarding IGT funding has been in place since March of 2011, and has been amended periodically to reflect changes in the IGT process. The approval of this amendment will extend the term of the agreement through December 31, 2029 for the continuation of the IGT process.

No general funds are required by this action. There is no immediate fiscal impact as a result of the extension of this agreement through December 31, 2029. HHSA will receive information regarding its actual 2024 Calendar Year allocation of IGT funds at a future date. The expenditure of this funding will be included in future fiscal year budget development as required.
