Recommended Action

  1. Approve agreement with Consor North America Inc. (Consor) to provide bridge design, technical studies, right of way assistance, and environmental services for a bridge replacement on County Road (CR) 29 over Chickahominy Slough, not to exceed a total amount of $808,946.12; and
     
  2. Delegate authority to the Director of Community Services and/or the Director of Public Works to sign the agreement with Consor and to negotiate, sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided such amendments do not increase the total of $808,946.12.

Reason for Recommended Action/Background

Approval of the agreement will provide bridge design and environmental services from preliminary design through construction.  This agreement will provide continuity over the life of the project allowing the County to benefit from the efficiencies of the same team preparing the design and all required engineering and environmental studies.

Background

The CR 29 Bridge over Chickahominy Slough (No. 22C-0105) Replacement Project is federally funded. The project is located approximately 2.53 miles west of the intersection with CR 88 (Attachment 2 Bridge Location Map) in Yolo County. The existing one lane bridge was built in 1917 and is 38.4 feet long and 16 feet wide. The bridge is a reinforced concrete T-Beam structure, supported by reinforced concrete diaphragm abutments on beveled footings. The 2016 Caltrans structural inspection found the sufficiency rating to be 14.2 due to the critical scouring at the foundation, leading to the conclusion of a structurally deficient bridge. During that inspection, several transverse soffit cracks were found, along with vertical cracks on the sides of the reinforced concrete girders. The scouring that has occurred along the creek has exposed the toes of both beveled footings along the concrete abutments.

The purpose of this project is to replace the existing substandard bridge with a bridge designed to meet the California Department of Transportation (Caltrans) Bridge Design Specifications. The new bridge will be designed to accommodate two 12-foot-wide travel lanes and the approach roadway will be 22-foot wide with 2-foot wide gravel shoulders. The bridge length will be determined during preliminary engineering. Refer to Attachment 3 for the recommended alignment of the new structure. Earthwork and rock slope protection within the channel, utility relocations, and right of way acquisition may be needed.

This bridge replacement project has received Federal Highway Bridge Program (HBP) funding for preliminary engineering.  Two proposals were received in response to this request for proposals.  The scope of work includes bridge engineering design; control surveys and topographic mapping; geotechnical studies; hydraulic analysis; environmental studies and permits; right of way engineering, appraisal, and acquisition; utility coordination; plans, specifications, and estimate; and assistance as needed with bidding and construction.

A selection committee of Public Works staff engineers reviewed all the proposals received and conducted interviews of the companies.  Based on the requirements in the request for proposals, and following federal procedures required to ensure the costs of the services qualify for federal reimbursement, Consor was identified as the firm with the best proposal and qualifications.

This agreement is a one-time commitment over five years, at a maximum cost of $808,946.12. Over the life of the agreement, this bridge project will use toll credits in-lieu of County matching funds, resulting in a federal reimbursement rate of 100% under the Federal Highway Bridge Program. Sufficient funds have been budgeted in the FY 2024/2025 Road Fund budget for the tasks planned to begin this fiscal year. Annually, funds needed for these services will be allocated in subsequent fiscal year Road Fund budgets for consideration by the Board of Supervisors.
