Authorize the Yolo County Workforce Innovation Board overseeing the Yolo County Workforce Development Area to enter into Memorandum of Understandings (MOUs) with America’s Job Center of California (AJCC) partners for the purpose of meeting Workforce Innovation and Opportunity Act (WIOA) requirements to establish agreements concerning the operations of the AJCC delivery system for the period of July 1, 2025 through June 30, 2028; authorize the Chair of the Board of Supervisors, or the Chair's designee, to execute resulting MOUs, upon approval as to form by County Counsel; and further authorize the HHSA Director to execute any amendments to the MOUs or related documents necessary to comply with WIOA requirements, upon approval as to form by County Counsel. (No general fund impact) (Morales)

Recommended Action

  1. Authorize the Yolo County Workforce Innovation Board overseeing the Yolo County Workforce Development Area to enter into Memorandum of Understandings (MOUs) with America’s Job Center of California (AJCC) partners for the purpose of meeting Workforce Innovation and Opportunity Act (WIOA) requirements to establish agreements concerning the operations of the AJCC delivery system for the period of July 1, 2025 through June 30, 2028;
     
  2. Authorize the Chair of the Board of Supervisors, or the Chair's designee, to execute resulting MOUs, upon approval as to form by County Counsel; and 
     
  3. Authorize the HHSA Director to execute any amendments to the MOUs or related documents necessary to comply with WIOA requirements, upon approval as to form by County Counsel.

Reason for Recommended Action/Background

The Workforce Innovation and Opportunities Act (WIOA) requires that a memorandum of understanding (MOU) be developed and executed between the Yolo County Workforce Development Area and the America's Job Center of California (AJCC) partners to establish an agreement concerning the operations of the AJCC delivery system. These MOUs serve to define the respective roles and responsibilities in achieving the WIOA policy objectives and establish the framework for providing services to employers, employees, job-seekers and others needing workforce services.

California’s one-stop delivery system, the AJCC, is a locally-driven system that develops partnerships and provides programs and services to achieve three main policy objectives established by the California Workforce Development Strategic Plan: (1) foster demand-driven skills attainment; (2) enable upward mobility for all Californians; and (3) align, coordinate, and integrate programs and services. These objectives can be accomplished by providing access to high-quality AJCCs that provide the full range of services available in the community for all customers seeking to: (1) find employment, (2) build basic educational or occupational skills; (3) earn a post-secondary certificate or degree; (4) obtain guidance on how to make career choices; and/or (5) identify and hire skilled workers.

The current AJCC MOUs are set to expire on June 30, 2025. New AJCC MOUs are required to be in compliance with WIOA program requirements.  This Board item is requesting approval of a draft template of the new MOU (Att. A. Draft MOU) to be utilized with AJCC partners that meets WIOA’s requirements. Approval of this request will allow the continuation of a cooperative working relationship between the parties and ensure the framework for providing services to employers, employees, job-seekers and others needing workforce services. Approval of the Recommended Action will authorize the Chair to execute individual MOUs with AJCC partners in substantially the form provided (Att. A), subject to County Counsel approval as to form.  Additionally, approval of the Recommended Action will authorize the HHSA Director to execute amendments to the MOUs or related documents that may be necessary to comply with WIOA requirements.

The AJCC partners that will be entering into individual MOUs with the County are as follows:
  • HHSA – Adult, Dislocated Worker, Youth (WIOA Title I)
  • HHSA – CalWORKs (TANF)
  • Yolo County Housing Authority (Housing & Urban Development)
  • Woodland Adult Education (WIOA Title II)
  • Washington Unified School District (WIOA Title II)
  • EDD – Veterans, Trade Adjustment Assistance Act (TAA), and Wagner-Peyser (Veterans, TAA, WIOA Title III), Unemployment Insurance (UI)
  • Department of Rehabilitation (WIOA Title IV)
  • Yolo County Office of Education (Career/Technical Education)
  • Sacramento City College (Career/Technical Education)
  • Woodland Community College (Career/Technical Education)
  • California Indian Manpower Consortium (WIOA Section 166)
  • California Human Development Corporation (WIOA Section 167)
  • Sacramento Job Corps Center (Job Corps)
  • AARP Foundation (Senior Community Service Employment Program)

There is no direct exchange of funds under these MOUs. HHSA participates as a mandated AJCC Partner through the operation of both the CalWORKS TANF and WIOA Title I programs. HHSA program operating costs are thus already included in the HHSA budget, and no additional costs are associated with these MOUs. Costs for other AJCC partners are in cash or in-kind services. The total contribution valuation of all Yolo AJCC partners is $12,476,677.24. See Exhibit A. WIOA Cost/Resource Sharing Agreement of Att. A for more information.
