Subject

Adopt Authorized Position and Salary Resolution to implement changes in the Regional Child Support Agency; and approve side letter agreement with the Yolo County Supervisor and Professional Employee's Association (SPEA) regarding changes to vacation accrual and usage. (No general fund impact) (Pannu/Croswell)

Recommended Action

  1. Adopt Position and Salary Resolution to implement changes in the Regional Child Support Agency; and
     
  2. Approve side letter agreement with the Yolo County Supervisor and Professional Employee's Association regarding changes to vacation accrual and usage.

Reason for Recommended Action/Background

See Attachment A for changes to the Authorized Position and Salary Resolution.
Director of Child Support Services (Regional Child Support Agency) - On March 31, 2019, the Board of Supervisors approved a 5% differential for the Director of Child Support Services to support the regionalization of the then, Child Support Services. To ensure alignment with CalPERS requirements, staff recommends incorporating this 5% differential into the base pay for the class. This action results in no additional cost to the County, as the 5% differential is already being paid; it simply transitions the pay into base salary for reporting and compliance purposes.

See Attachment B for side letter with the Yolo County Supervisor and Professional Employee's Association. Staff recommends approval of the side letter amending Article 9 (Vacation) of the Association's Memorandum of Understanding (MOU), to clarify provisions related to vacation accrual and usage. This change allows SPEA members to use vacation as it accrues, with supervisor approval, rather than waiting six months. This side letter aligns vacation usage with other MOUs in the County.
