Approve Community Benefit Grant proposals for the Davis Phoenix Coalition in the amount of $1,000 to support Pride Month events and $5,000 for the Yolo Community Foundation donation in support of the Big Day of Giving initiative; and delegate authority to staff to complete the necessary agreements with the Davis Phoenix Coalition and Yolo Community Foundation. Recommended Action

  1. Approve Community Benefit Grant proposal for $1,000 to support the Davis Phoenix Coalition to support Pride Month events;
     
  2. Approve Community Benefit Grant proposal for $5,000 to Yolo Community Foundation in support of the Big Day of Giving initiative; and  
     
  3. Delegate authority to staff to complete the necessary agreements with the Davis Phoenix Coalition and Yolo Community Foundation.

Reason for Recommended Action/Background

On July 25, 2023, the Board of Supervisors set aside $500,000 for the Community Benefit Equal Allocation Plan. The Plan equally allocated a portion of that funding to each of the five supervisorial districts, allowing each Supervisor to provide grants to local Community-Based Organizations (CBO) operating within their districts. The Board approved the plan at that meeting, further augmenting the funding to $750,000. On June 4, 2024, the Board approved an additional $25,000 per supervisorial district and increased the total amount to $875,000. 

A brief description of the funding proposal follows: 

Davis Phoenix Coalition 
This Community Benefit Grant would provide $1,000 from District 5 to the Davis Phoenix Coalition. The funds provided under this Agreement will support the Davis Pride Festival 2025 and associated Pride Month events organized by the Davis Phoenix Coalition. Specifically, this sponsorship at the Love Level ($1,000) will help fund the festival infrastructure and inclusive programming that celebrates and uplifts LGBTQ+ communities within Yolo County.


Davis Pride is a free, all-inclusive, family-friendly, multi-event celebration that brings together over 6,500 attendees annually. Events include PrideFest, Run/Walk for Equality, Skate with Pride, Pride Comedy Night, and more. Proceeds and sponsorships directly contribute to DPC’s mission to promote safe, inclusive, and affirming spaces for all.


Yolo Community Foundation
This Community Benefit Grant would provide $5,000 from District 5 to the Yolo Community Foundation. The funds provided under this Agreement represent a donation in support of the Big Day of Giving initiative and will be directed to the Yolo Community Foundation (YCF) in furtherance of its mission to inspire and support giving while providing philanthropic leadership within Yolo County. Specifically, this contribution will assist YCF in:
  • Facilitating grant-making initiatives, such as the Yolo Voter Education Grant, which empowers nonprofits to educate residents—particularly those in historically underrepresented communities—on when, where, and how to vote under California’s Voter’s Choice Act.
  • Expanding nonprofit support and capacity-building efforts through programs like the Yolo County Nonprofit Leaders Alliance (NPLA), offering trainings on topics including fundraising, staff well-being, and strategic collaboration.
  • Inspiring community giving by hosting events like the Yolo Philanthropy Awards and publishing resources such as the annual State of the Yolo Nonprofit Sector report, which educates donors and community leaders about the needs and impacts of local nonprofits.
Through these initiatives, YCF aims to strengthen the nonprofit sector, foster community engagement, and enhance the overall well-being of Yolo County residents.

Recommended Action
Staff are requesting authority to complete and sign the agreements with the named organizations in the amounts described above. Agreements will utilize the language shown in Att. A. Agreement Template.

Collaborations (including Board advisory groups and external partner agencies)

Grant recipients are selected by the Supervisor's Districts and reviewed by the County Administrator's Office. 

Competitive Bid Process/Vendor Performance

The respective Supervisors' District staff review potential beneficiaries of the available funding, and the Supervisor selects beneficiaries and funding amounts. District Staff then begin preparation of the agreements. The County Administrator's Office reviews the spending proposals and verifies that the proposed beneficiary meets any necessary requirements under federal and state laws. The proposal is then brought to the Board for delegation of authority to complete funding disbursement.

No general fund impact will occur with the approval of this item. The Board allocated $875,000 in funding for the Community Benefit Equal Allocation Plan, of which $6,000 will be utilized to fund these grants.
