Subject

Approve agreements with the Yolo Fliers Club (operation and maintenance consultant, not to exceed $39,600 base compensation ($3,300 per month), plus a potential performance incentive, and Express Services, Inc. (personnel staffing, not to exceed $407,008) for services related to the operation and maintenance of the Wild Wings Golf Course in substantially the forms provided; ratify agreements with Michael Facciuto (greens maintenances consultant, $78,000) and Tim Pulley (pro shop services, $45,000) related to the Wild Wings Golf Course; and delegate authority to the County Administrative Officer or the County Administrative Officer's designee to approve amendments to the foregoing agreements so long as the "not to exceed" amount of each agreement is not increased and County Counsel's office approves as to form. Recommended Action

  1. Approve agreement with Yolo Fliers Club for consulting services related to the operation and maintenance of the Wild Wings Golf Course through June 30, 2026, in a $39,600 base amount ($3,300 per month), plus a potential performance incentive, and in substantially the form provided, with any further revisions subject to the approval of the County Administrator and County Counsel (Attachment A); 
     
  2. Approve agreement with Express Services, Inc. for personnel staffing related to the operation and maintenance of the Wild Wings Golf Course through June 30, 2026, in an amount not to exceed $407,008, and in substantially the form provided, with any further revisions subject to the approval of the County Administrator and County Counsel (Attachment B); 
     
  3. Ratify agreements with Michael Facciuto (Attachment C - not to exceed $78,000) and Tim Pulley (Attachment D - not to exceed $45,000) related to the operation and maintenance of the Wild Wings Golf Course through June 30, 2026; and
     
  4. Delegate authority to the County Administrative Officer (CAO) or the CAO's designee to amend the foregoing contracts, including authority to revise the scope of services or the staffing levels, so long as the "not to exceed" amounts of the contracts are not increased and County Counsel's Office approves such amendments as to form.

Reason for Recommended Action/Background

The Wild Wings County Service Area (CSA) Golf Course is the only County-owned and managed golf course.  For the past few years, the Wild Wings Golf Course (the "Golf Course") has struggled to secure a consistent operator, leading to various administrative, operational, and financial challenges for the County and the CSA community.  Over the last fiscal year, County staff have worked diligently to rehabilitate the Golf Course fund and to stabilize the commercial operation, including by retaining Yolo Fliers Club as the Golf Course operator and introducing stronger financial controls. 

On April 23, 2024, the County posted a Request for Proposals for full-service management of the Wild Wings Golf Course.  No proposals were received by the initial deadline of May 22, 2024, and the County extended the deadline for submissions by two weeks.  After the close of the extended deadline on June 5, 2024, the County received only one proposal, from the Yolo Fliers Club (the "Proposal").  Subsequently, the CSA Manager and County Counsel began negotiating with Fliers Club over the contract for the management of the Wild Wings Golf Course.  The negotiation led to the following agreement: 
  • During Fiscal Year 2024-2025, the County would contract separately with (1) Michael Facciuto for maintenance-related services; (2) Tim Pulley for pro shop services; (3) Yolo Fliers Club for consulting services related to the entire golf course operation; and (4) Express Services, Inc. for employment staffing services.  County staff would oversee the accounting for the golf course. 
  • The Board of Supervisors approved this management structure on November 5, 2024, after which Fliers Club took over as the Golf Course operator.
The first year of the contract with Yolo Fliers Club has been a success.  The revenues from recreational fees for Fiscal Year 2024-25 were $511,034 (compare with Fiscal Year 2023-24, when the revenues were $258,272).  The large (almost double) increase in revenue, coupled with the increased financial oversight of the Golf Course fund, has led to the following improvements:
  • The Golf Course fund is no longer facing insolvency.  The Golf Course fund is able to repay its loan to the Wild Wings Water and Sewer funds without a need for restructuring, leaving only one more fiscal year payment on the loan.  After the loan repayment is complete, County staff will aim to build a reserve fund balance for the Golf Course. 
  • Ability to open the Golf Course on Wednesdays.  The Golf Course is now open seven days per week, leading to an additional stream of revenue on one additional day.
  • Increased trust and collaboration with the community.  Having a stable Golf Course operator has led to generally positive feedback from residents in the Wild Wings CSA. 
The County and Yolo Fliers Club resumed negotiations in Spring 2025 for services during Fiscal Year 2025-26.  Given the positive results over the last fiscal year, the parties have agreed to keep a similar structure in place with four separate contracts for the various services that the Golf Course requires:

County staff recommend that the Board of Supervisors approve the contracts with Yolo Fliers Club (Attachment A) and Express Services, Inc. (Attachment B) and ratify the agreements with Michael Facciuto (Attachment C) and Tim Pulley (Attachment D).  County staff would continue to oversee the accounting for the Golf Course during fiscal year 2025-26.  Negotiations for subsequent years will likely happen on a recurring basis each spring.

  • Qualifications and experience of general manager and grounds superintendent and proposer firm (20 points);

  • Understanding and approach to managing and marketing the golf course and the clubhouse (20 points);
  • Cost proposal (20 points);
  • Customer references (10 points);
  • Quality and completeness of proposal (5 points); and
  • Financial stability (pass/fail).

Bids Received
The Yolo Fliers Club submitted the only bid in response to the RFP.

Vendor Performance
The Department confirms that Yolo Fliers Club has performed satisfactorily on the current agreement.
