Reason for Recommended Action/Background

The Cache Creek Resources Management Plan ("CCRMP") is a scientifically based river management plan that eliminated in-channel commercial mining, established an "improvement program" for implementing on-going projects to improve channel stability and encourage restoration along the creek banks. The CCRMP was first adopted by the Board of Supervisors on August 20, 1996 (pursuant to Board Resolution No. 96-132) and was later revised on August 15, 2002 (pursuant to Board Resolution No. 02-130) and on December 17, 2019 (pursuant to Board Resolution No. 19-176).

Since adoption of the CCRMP, the County has undertaken projects with the Cache Creek Conservancy (CCC).  CCC is a nonprofit public benefit corporation that was officially formed in 1996 with the primary goals to implement projects, provide environmental education, hold conservation easements, and manage land for wildlife habitat. CCC has provided skilled services to the County to implement the CCRP, including conservation and restoration projects, vegetation and wildfire monitoring, and vegetation management. The proposed agreement (Att. A) updates prior agreements with CCC and authorizes CCC to continue providing the following services on an as-needed basis through the County's issuance of Work Proposals/Task Orders:
  • Landscape ecology and design
  • Operation and maintenance of public properties in and along Cache Creek
  • Habitat restoration project planning, design, permitting and implementation
  • Vegetation and wildlife monitoring, invasive species removal/eradication
  • Vegetation management and invasive plant species control
  • Watershed clean-ups, volunteer coordination, event planning
  • Field and stream soil conservation techniques
  • Bioengineering for stream bank stabilization and project implementation
  • Development of pilot programs and projects, consistent with the CCRMP/CCIP
  • Development and implementation of environmental and cultural education and interpretation programs, presentations
  • Assistance with grant writing
The agreement has a five-year term through June 30, 2029 and authorizes the Community Services Director to approve extensions to the agreement for up to three additional five-year terms.  The annual cap for CCC services under the proposed agreement is $500,000.

Collaborations (including Board advisory groups and external partner agencies)

The agreement was developed with the County Counsel's Office, and is a joint effort of the Department of Community Services and the General Services Department as part of the transition and consolidation of Natural Resources Division functions.

Competitive Bid Process/Vendor Performance

This is not applicable. The Cache Creek Conservancy has a special relationship with the County as part of the Cache Creek Area Plan.

There is no fiscal impact associated with this contract at this time. Future work authorizations/task orders will incur a fiscal impact, and the entire county cost will be borne by Cache Creek mining funds. Staff will evaluate if any opportunities may exist for cost-sharing or grant funds for specific projects to reduce the impact on Cache Creek funds.
