Recommended Action
- Approve the public art proposal recommendation of the Art Advisory Committee for Walnut Park Library; and
- Delegate authority to the Director of General Services to sign and execute contracts, approved as to form by County Counsel and as necessary to implement the selected art proposal, provided there are no significant programmatic changes or increases in funding above the project public art budget of $121,440.

Reason for Recommended Action/Background
The Board of Supervisors' policy for Art in Public Places (Attachment A) requires that a percentage of all new construction be set aside to fund an art project for a new facility. For the Walnut Park Library projects, 1% of the construction budget, $121,440, was reserved for art projects. On May 7, 2024, the Board of Supervisors received and reviewed the art plan for Walnut Park Library, which then served as the basis for a Request for Qualifications (RFQ), provided in Attachment B, to solicit qualifications from artists in the Western United States.
The RFQ was released on May 14, 2024, and 68 submissions were received and were reviewed by the Art Advisory Committee established for this project. This committee was comprised of the following individuals:

The Committee intended to review the qualifications and site-specific design proposals before determining the total number of pieces to be commissioned. Therefore, artists had the opportunity to submit proposals amounting to less than the total budget. Upon review of the 68 artist qualifications, the Committee selected 5 artists to provide site-specific design proposals for a $750 stipend. Of the five site-specific design proposals, the Committee is recommending commissioning one artist. Martin Webb was chosen as the artist by the Committee. Webb’s proposal (Attachment C) will place an art installation on the exterior wall on the south side of the entry plaza and interior rotating doors at the entrance to the main collection room for $105,653.
This proposal meets the required thematic elements, such as its reflection of the community, safety requirements, and minimal ongoing maintenance requirements. Project costs, as outlined by the artist, include all design, engineering, fabrication, and installation of artwork, including all insurance, transportation, and travel costs.
Next Steps
Upon Board approval of the Committee's art recommendation, a contract will be prepared with the artist that will include detailed stipulations regarding insurance coverage. The Artist will work with the Committee to refine design details and select literary quotes for inclusion in the artwork. Artwork installation is anticipated to occur in Spring 2026 in alignment with the construction timeline.

The entire budget for public art at this facility as set by the Yolo County Board of Supervisors is $121,440 and is appropriated in the overall budget for the Walnut Park Library project. Of this amount, $15,786 has been set aside for consulting fees to YoloArts to develop and carry out the Art Plan. The remaining $105,653, plus any additional contributions toward the project, will be the amount allocated to pay for the selected artwork.
Project costs as outlined by the artists include all design, engineering, fabrication and installation of artwork, including all insurance, transportation and travel costs. The artist/contractor will be required to sign a contract that will include detailed stipulations regarding insurance coverage and the County's ownership of the art upon acceptance of the completed work.
