Reason for Recommended Action/Background
The Juvenile Detention Facility, located at 2880 East Gibson Road, Woodland, was constructed in 2005. The roof of the facility has an expectant life of 20 years and is due for rehabilitation to serve another 20 years. The County's 2022 systemwide Roof Assessment report identified this roof as needing replacement in the near term. There is approximately 33,793 square feet of roof to be replaced. The County prioritized this roof in the initial round of roof replacement and rehabilitation work, which included problematic roofs such as 500B Jefferson Boulevard, West Sacramento (replaced in 2024), 625 Court Street, Woodland (partially replaced in 2024), 500A Jefferson Boulevard, West Sacramento (replaced 2025), 725 Court Street, Woodland (replaced 2025), and 2640 East Gibson Road, Woodland (replaced 2025).
Collaborations (including Board advisory groups and external partner agencies)
The General Services Department contracts with BEAM structural engineers to prepare the designs and specifications. Staff also coordinated with the Probation Department to understand and document specific site security needs in the proposed plans and specifications.
Competitive Bid Process/Vendor Performance
The roof rehabilitation contract will be competitively solicited and awarded based on lowest bid. County staff will return to the Board of Supervisors to seek approval of a contract, anticipated to occur prior to the end of this calendar year.
