Subject

Appoint community services district directors in lieu of conducting an election. (No general fund impact) (Salinas)

Recommended Action

  1. Approve and accept the Certificate of Facts, indicating the number of persons who filed a declaration of candidacy did not exceed the number of offices to be filled during the November 4, 2025 election according to Uniform District Election Law (UDEL), thereby allowing the following nominees to be appointed as community services district directors in lieu of an election (see Attachment A); and
     
  2. Appoint the following nominees to the positions set forth below:

Luis Rick Hernandez Cacheville Community Services District, At-Large Director
Patricia Ann Hernandez Cacheville Community Services District, At-Large Director

Reason for Recommended Action/Background

The Certificates of Facts include the results of the contests wherein the number of persons who filed a declaration of candidacy did not exceed the number of offices to be filled at the election. Contests with insufficient nominees do not appear on the ballot. Because all four contests in this UDEL Election had insufficient nominees, this recommended action completes the procedure for an appointment in lieu of an election and concludes the November 4, 2025, UDEL Election requirements.
