Reason for Recommended Action/Background

The County has an existing on-call contract with Comstock Johnson Architects with specific projects assigned by work authorizations (task orders).  On June 4, 2024, the Board approved a work authorization with Comstock Johnson Architects to support the relocation of the Agriculture Department and the University of California Cooperative Extension Office to the County-owned building located at 120 West Main Street, Woodland, CA, specifically Suites C, D, F, and G. This work authorization included comprehensive architectural and engineering services to develop schematic designs, prepare construction documents, provide bidding assistance, and oversee construction phase services. The scope of work required mechanical, electrical, and plumbing upgrades to accommodate the operational needs of these departments.

Today’s action seeks the Board’s approval of an amendment to the work authorization in the amount of $16,034, bringing the total not-to-exceed amount to $235,483. This amendment provides for additional design and construction services to remodel the existing multi-use men’s and women’s restroom facilities into three single-use, all-gender restrooms.

The General Services Department collaborated with the Agriculture Department, the Department of Financial Services, County Counsel, and the County Administrator's Office to ensure a coordinated and comprehensive approach to the project.

Competitive Bid Process/Vendor Performance

On-call contracts were solicited and reviewed in compliance with the Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors on January 9th, 2024. The work with Comstock Johnson began under the prior on-call contract and continues under the new contract approved in 2024.  Board approval of this work authorization is required because the total compensation will exceed $100,000.
