Reason for Recommended Action/Background
The County received funding from the United States Federal Emergency Management Agency (FEMA) and the California Governor's Office of Emergency Services (CalOES) for the Knights Landing Flood Mitigation Project. This Project proposes to mitigate flood risk and build resiliency into the levees that surround the Knights Landing Basin from flooding from the Sacramento River and the Knights Landing Ridge Cut through the construction of four separate project elements. The project is supported by MBK Engineers for project management and grant administration services, as last presented to the Board of Supervisors on December 10, 2024.
The two contracts before the Board of Supervisors today are foundational contracts needed to be put into place prior to commencing construction work.
The proposed contract with Monument ROW is for professional real estate services. The County determined that right-of-way along the landside toe of the levees will be needed to facilitate the construction of the project in its entirety (i.e., staging of construction equipment/materials and property access), and for the long-term operations and maintenance of the levees post-construction. The County anticipates that it will need to acquire a Permanent Flood Control Easement on up to 25 individual parcels, and a Temporary Construction Easement on up to 50 individual parcels. Monument ROW will be confirming the project's real estate needs in coordination with the County and MBK Engineers. Phase 1 will be $390,000 for design work, appraisals, and acquisition support. Phase 2, for an additional $50,000, will be for providing support during the construction phase.
The proposed contract with HDR Engineering is for environmental planning, permitting, and monitoring services. Phase 1 will be $50,000 for environmental services in support of responding to federal agencies during environmental and historic preservation review, assisting with tribal collaboration, and ensuring pre-construction environmental mitigation activities are completed. Phase 2, for an additional $200,000, will be to perform pre-construction biological surveys, conduct biological and cultural resource monitoring during construction, and perform related environmental compliance and coordination services.

The General Services Department collaborated with the Department of Community Services and the County Counsel's Office. Natural Resources staff previously collaborated with the California Governor's Office of Emergency Services and the United States Federal Emergency Management Agency.

Further explanation as needed:
The County previously applied for state and federal funds as part of the Hazard Mitigation Grant Program for the Knights Landing Flood Mitigation Project. On August 15, 2023, the County was informed by CalOES that the federal and state grant funds were awarded. The federal award is $5,876,410 and the state award is $3,702,817. These two contracts are fully funded using these award funds and do not rely on County funds.
