Recommended Action

  1. Approve second amendment to Agreement No. 24-266 with Yolo County Housing (YCH) to add funding in the amount of $21,599.84 for a new contact maximum of $628,096.80 for the period of October 1, 2024 through June 30, 2026 to increase option year funding, and to add performance measures and update YCH and County responsibilities for the provision of housing support to CalWORKs referred families experiencing homelessness; and 
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency, or designee, to: 1) exercise optional year extensions up to $368,169.60 per fiscal year for fiscal years 2026-27, 2027-28 and 2028-29 and 2) issue related option year notices. Reason for Recommended Action/Background

On or about December 17, 2019, the County entered into Agreement No 19-274 with Yolo County Housing (YCH) for the provision of housing support to CalWORKs referred families experiencing homelessness. Under Agreement No 19-274, YCH entered into a master lease agreement with Portale Properties, LLC for twelve (12) units in the Merkley Apartment complex for availability to CalWORKs homeless families as referred by the Yolo County CalWORKs program and provided property management support for those families. Agreement No. 19-274 with YCH expired on September 30, 2024.

On or about September 26, 2024, County and YCH entered into Agreement No. 24-266 (this Agreement) with an effective date of October 1, 2024, which replaced and superseded the 2019 Agreement.

Under the agreement, YCH provides full scope property management services, ongoing site maintenance, and tenant relations. The Yolo County CalWORKs program will continue providing case management services for CalWORKs homeless families that reside in the Merkley apartment complex by providing financial support services by direct payments to YCH which include:
  • Rent payments
  • Utilities & Pest control
  • Regular Materials/Supplies
  • Maintenance — ½ FT staff
  • Emergency Maintenance-1 hour per week 24/7 on-call
  • Property Management – ¼ time staff
  • Services Costs for cameras
  • Administration costs
On or about June 8, 2025, Yolo County exercised its option to extend the term of the Agreement through June 30, 2026.

On or about June 26, 2025, Portale Properties, Inc. contacted the County to inform that the monthly rental amount for each unit would be increased to $1,450 per unit, citing a need for additional funding.   

The Yolo County CalWORKs program requests approval of this Second Amendment with YCH so the provision of these crucial services may continue. This amendment includes changes to the responsibilities of both YCH and the Yolo County CalWORKs program, as well as an increase in monthly rental costs.

Performance Measures included in this Agreement are as follows:
Performance Measures were not included in the underlying agreement.  YCH provides full scope property management services for the families residing at the Merkley complex.  The families are placed in the complex by the CalWORKs Intensive Case Managers (ICM) and ICM handles all case management responsibilities for the families.  In FY 2023-2024, twenty-three (23) homeless CalWORKs families were housed in the Merkley units, and in FY2024-25, nineteen families were housed in the Merkley units. This amendment adds performance measures to the Agreement effective July 1, 2025 (see Exhibit E- Attachment A).

County Counsel has approved this Amendment as to form.

Competitive Bid Process/Vendor Performance

Per the Yolo County Procurement Policy last revised January 28, 2025, the services included in this agreement are exempt from the competitive selection process, as they are being provided by a local government entity.

No general funds are required by this action. These services are funded by CalWORKs Housing Support. The total amount of this action is $21,599.84 for the period of October 1, 2024 through June 30, 2026. The amount of $21,599.84 was included in the HHSA adopted fiscal year 2025-26. The related funding will be included in the requested budget process for future fiscal years. The funding source for any future years will be CalWORKs Funding.

The additional funding in the amount of $21,599.84 will cover the increase in rent for the 12 units.

This Agreement also includes three (3) one-year optional extensions for 2026-27, 2027-28 and 2028-29 in an amount less than or equal to $368,169.60 per fiscal year.
