Waive second reading and adopt an ordinance entitled: "An Ordinance of the Board of Supervisors of the County of Yolo Amending Title 9, Chapter 3 of the Yolo County Code, Relating to Park Regulations." (No general fund impact) (Pistochini)

Recommended Action

Waive second reading and adopt an ordinance repealing and replacing Title 9 Chapter 3 ("Park Regulations") of the Yolo County Code to update and modernize the existing ordinance to improve the orderly use and safety of County parks.

Reason for Recommended Action/Background

The Board of Supervisors received a presentation on November 4, 2025, to introduce a proposed ordinance to repeal and replace Title 9, Chapter 3, ("Park Regulations") of the Yolo County Code.  The existing ordinance establishing the rules and regulations for County parks dates from the 1970s and remains largely unchanged since then.  County staff propose adopting a new ordinance that will rewrite the existing County Code governing parks by entirely replacing the existing language with new language.  The need for this update is to modernize the language, adjust for changes in state law, and reflect changes in the park system over the years that expanded the number of parks we have and added a greater variety of park facilities and types. 

Since the introduction of the proposed ordinance, County staff received comments from the Yolo Habitat Conservancy, which are incorporated as non-substantive clarifications to the proposed ordinance. These clarifications are identified as red-line edits to the introduced ordinance in Attachment A. The County Counsel's office has confirmed that Attachment B, which includes these minor edits in a final version of the ordinance, can be properly adopted by the Board without reintroduction.

This ordinance was developed with and reviewed by the County Counsel's Office.  Some additional feedback was received by the Yolo Habitat Conservancy, which resulted in a few minor edits to the proposed ordinance.
