Reason for Recommended Action/Background

Each year, the County is required to submit a Transportation Development Act (TDA) claim to the Sacramento Area Council of Governments (SACOG) in order to receive Local Transportation Funds (LTF) for the Public Works Road Fund and State Transit Assistance (STA) funds for the Transportation Fund. 

On October 21, 2025, the Board of Supervisors approved the FY2025-26 TDA Claim totaling $4,135,621, consisting of:
  • $2,417,123 for the Road Fund (Public Works)
  • $1,718,498 for the Transportation Fund (Yolo County Transportation District)
As part of this year's claim, Community Services included revised Transportation Fund amounts from FY2021-22 through FY2024-25, in addition to the FY2025-26 allocation. These Transportation Fund dollars will be passed through to the Yolo County Transportation District to support transit operations throughout the County. 

SACOG requires the County's FY2025-26 Budget to reflect the full amount of the claim under the Public Works Road Fund budget and the Transportation Fund budget. During budget development, Community Services originally estimated $446,844 in claimable revenues under the Transportation Fund. The final claim amount was $1,718,498, resulting in a necessary budget adjustment of $1,372,140 to reflect the applicable revenues and appropriations. In addition, Community Services assumed that $100,000 in Public Works Road Fund tax revenues from the LTF allocation would be needed to support Transportation Fund costs. However, after working closely with SACOG, the department was able to claim unused TDA funds from prior years, eliminating the need for this $100,000 contribution. As a result, the budget resolution will increase Public Works tax revenue by $100,000 to keep these dollars within the Public Works Road Fund, and will remove the $100,000 tax revenue contribution under the Transportation Fund to reflect the TDA claim submission. 

The proposed budget resolution is recommended in order to align the FY2025-26 Budget with the final TDA claim amount, and complete the submission of final claim documents to SACOG.

Approval of the resolution will increase the FY2025-26 Transportation Fund revenues and expenditures budget to $1,718,498, fully aligning it with the approved TDA claim. In addition, the resolution will increase Public Works (Road Fund) revenues to reflect keeping the full amount of Local Transportation Funds (LTS) within Public Works instead of a contribution to the Transportation Fund. These funds will be passed through to YoloBus for transit operations and do not result in increased County General Fund obligations.
