Recommended Action
- Approve and authorize the Yolo County Deputy Director of General Services/Manager of Procurement, or designee, to sign State Agreement No. 26F-5052 with the California Department of Community Services and Development (CSD) for the County’s Community Services Block Grant (CSBG) in the amount of $398,789 for the period of January 1, 2026 through April 30, 2027;
- Adopt resolution authorizing acceptance and execution of Agreement Number 26F-5052 with CSD for CSBG funding, including any additional amendments and/or revisions to the Agreement; and
- Authorize the Yolo County Deputy Director of General Services/Manager of Procurement, or designee, to enter into and accept any additional financial or non-financial amendments and revisions of the Agreement upon approval as to form by County Counsel.

Reason for Recommended Action/Background
The Community Services Block Grant (CSBG) assists the County in fulfilling its obligation to address and operate community-based programs designed to reduce poverty, revitalize low-income communities, and empower low-income families and individuals within Yolo County’s service area to achieve greater self-sufficiency by implementing priorities identified in CSBG – Community Action Plan.

- Housing and Homeless Services—Prioritize providing direct client services, including rental assistance, back rent, deposits, anything to get individuals into housing, keep housed individuals in their homes and to keep safe, decent affordable housing, preventing homelessness.
- Senior Services— Providing direct client services that support seniors staying in their home, connecting, and linking to assisted Living Support, and transportation assistance.
- Disability Related—Prioritize direct client services for Individuals who have a verified disability.
- Emergency Assistance—Prioritize providing direct client services to meet the immediate needs of medically vulnerable individuals and families experiencing homelessness, meals for food insecure people and families, as well as safety from crime and domestic violence.
- Youth Services—Providing direct client services assistance for youth services programs, to include but not limited to tutoring, mentoring, sports activities, music lessons, anything to allow low-income youth thrive and become collaborative community members.
The County has historically entered into annual agreements with the California Department of Services and Development (CSD) to receive CSBG funding to implement and continue to fund the County’s CSBG program. This new agreement will provide the County with an additional $398,789 in revenue to continue to support the CSBG – Community Action Plan and provide vital services to Yolo County residents.
