Representatives from the County Medical Services Program (CMSP) will provide the Board with an informational update regarding program operations, fiscal outlook, and potential policy impacts resulting from recent state and federal changes affecting Medi-Cal eligibility, enrollment, and financing.
Background
The County Medical Services Program (CMSP) was established in 1982 as a pooled risk-sharing program to provide health coverage for low-income adults in participating California counties. Yolo County is one of 35 CMSP member counties. CMSP is governed by a Board of Commissioners composed of representatives from member counties and is administered through a contracted third-party administrator. The program was created to support counties in meeting their statutory obligations under Welfare and Institutions Code §17000 to provide medically necessary care to indigent residents.
CMSP provides coverage to eligible low-income adults who are not otherwise eligible for full-scope Medi-Cal. Over time, the size and scope of the program have been shaped by significant state and federal health policy changes. Implementation of the Affordable Care Act and subsequent Medi-Cal expansions substantially reduced CMSP enrollment in many counties by transitioning eligible individuals into Medi-Cal coverage.
Recent federal Medicaid policy proposals and state budget actions affecting health care eligibility and financing will likely further alter the fiscal and operational environment in which CMSP operates. These developments could affect eligibility parameters, benefit structures, enrollment volumes, and counties’ financial costs associated with their indigent care responsibilities.
