Reason for Recommended Action/Background
The Yolo County District Attorney’s Office Consumer Fraud/Environmental Protection Division (CFEPD) has been working with Hemming Morse LLC successfully for many years. CFEPD first entered into an agreement with Hemming Morse in calendar year 2023, extending the agreement through calendar year 2024. In 2025, purchase orders were issued to retain its services.
The District Attorney's Office has multiple civil and criminal cases in both its Criminal Prosecution and Real Estate Fraud units divisions, which require forensic accounting, and is requesting approval to enter into a new agreement with Hemming Morse LLC through February 28, 2027. Funding for this agreement has been secured through the 2025-26 fiscal year budget process and is outlined further in the fiscal impact section of this staff report.

No Competitive Bid. Per the Yolo County Procurement Policy dated 1/28/25, section J, #7, expert witnesses are exempt from the competitive solicitation process.
