Reason for Recommended Action/Background
Yolo County has been working to address significant water quality issues in the North Davis Meadows (NDM) County Service Area (CSA) for over a decade. In 2017, the NDM community expressed an interest in connecting to the City of Davis for water service to address water quality concerns (the "Water Consolidation Project"). The County entered into a contract with Ponticello Consulting Engineers, Inc. ("Ponticello") in January 2017 for project management services for the extension of potable water from the City of Davis to the North Davis Meadows community.
Financing for this project began in 2018, and additional engineering was completed at that time. After a litigation delay that was resolved in favor of the County, the Water Consolidation Project resumed. A construction bid was posted in the spring of 2024. The County received a total of five bids, with Soracco, Inc. providing the lowest responsive and responsible bid at approximately $3.6 million. The Board of Supervisors approved the award of the construction contract to Soracco, Inc. on August 27, 2024, and the County issued the Notice to Proceed on September 30, 2024. Construction began in October 2024. Construction is currently delayed due to water pressure issues communicated by the City of Davis. Ponticello has been instrumental in providing project management services for the Water Consolidation Project. As part of its services, Ponticello has assisted with ensuring the Water Consolidation Project stays within budget, coordinated with the State Water Resources Control Board for grant administration, monitored construction activities, and coordinated with the City of Davis, permitting agencies, and/or other entities as needed.
Under the proposed Twelfth Amendment (Attachment A), the Ponticello contract would be extended for several more months, through December 31, 2026, with no increases to the contract maximum. Staff recommend the Board approve the Twelfth Agreement to continue receiving project management services through the completion of the Water Consolidation Project. If further amendments are needed, County staff will return to the Board of Supervisors for direction.
