Reason for Recommended Action/Background

The Cache Creek Improvement Program (CCIP), adopted in 1996, requires the Yolo County Board of Supervisors to receive the annual Cache Creek Status Report. This report summarizes changes in physical conditions in the Cache Creek Resources Management Plan (CCRMP) using observations made and data acquired by the Technical Advisory Committee (TAC). Additionally, the report includes the TAC's recommendations for the County to maintain compliance with county, state, and federal laws, as well as ways to improve physical conditions in the CCRMP. Because the report does not mandate action by the County or impact the General Fund, the only action required is approval of the report itself.

The annual report is due to the Board of Supervisors (BOS) every year by February 15th, as well as to the California Department of Conservation, Division of Mining, on June 30th. This year's report is late to the BOS due to staff turnover, staff leave, and the Natural Resources Division (now the Parks and Conservation Planning Division) being reassigned from the Department of Community Services to the Department of General Services. The Division's part-time Senior Mining Planner, Ron Miller, and new Natural Resources Planner, Clancy McConnell, compiled the 2025 report. The new County staff in the Parks and Conservation Planning Division, including Deputy Director David van Rijn and Natural Resources Planner Clancy McConnell, will review the County's process for assessing the TAC's recommendations and how the County implements the highest-priority recommendations.

Common recommendations in the 2025 report and past reports include: improving hydraulic flow around infrastructure (e.g., bridges), bank stabilization, removal of illegally dumped materials (e.g., tires), lowering some sandbars (called "bar skimming") and filling in scour holes to improve sediment transport, increasing removal of non-native plant species, and enhancing restoration efforts.
