Recommended Action

Authorize the Director of General Services to approve the first amendment to the Work Authorization under Agreement No. 23-235 with Geocon Consultants, Inc., in the amount of $28,320, for a total work authorization amount not to exceed $112,320, for additional testing and special inspections for the Walnut Park Library in Davis, California.

Reason for Recommended Action/Background

On February 21, 2023, the Board accepted an $8,783,400 California State Library Building Forward grant for the construction of a new library to be located on a parcel within Walnut Park in South Davis, a site long identified by the City of Davis and the County for a future library. The design for the new Walnut Park Library was completed in summer 2024, and the construction contract was awarded in November 2024. On March 7, 2025, a Work Authorization with Geocon Consultants, Inc. was issued in an amount not to exceed $84,000 to perform geotechnical testing and observation, materials testing, and special inspection services for the Walnut Park Library Project.  The Work Authorization is subject to the master agreement with Geocon Consultants (Agreement No. 20-109).  Due to soil conditions, additional geotechnical testing and observation work was needed to provide for a method to improve soil stability.

Today’s action seeks the Board’s approval of Amendment No. 1 to Agreement No. 23-235 with Geocon Consultants, Inc., in the amount of $28,320, to allow for additional geotechnical testing, materials testing, and special inspection services, for a total amount not to exceed $112,320.

Competitive Bid Process/Vendor Performance

On-Call contracts were solicited and reviewed in compliance with Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors in January 2024. Board approval of this work authorization is required because the total compensation (FY25/26) will exceed $100,000.
