Subject

Adopt budget resolution amending the Capay Valley Fire Protection District (CVFPD) 2025-26 budget by increasing total revenues and total expenditures by $111,650 resulting primarily from Cal Fire Strike Team participation, as well as some adjustments to cover increased Salary & Benefits and Services & Supplies. Additionally, there will be a reduction in the use of fund balance to offset this increase.  (No general fund impact) (4/5 vote required) (Haynes/Au Young)

Recommended Action

Adopt budget resolution amending the Capay Valley Fire Protection District (CVFPD) 2025-26 budget by increasing total revenues and total expenditures by $111,650 resulting primarily from Cal Fire Strike Team participation, as well as some adjustments to cover increased Salary & Benefits and Services & Supplies. Additionally, there will be a reduction in the use of fund balance to offset this increase.

Reason for Recommended Action/Background

CVFPD did not foresee the Strike Team participation costs or reimbursements when the 2025-26 budget was approved. Expenses for the Strike Team participation have already been recorded, and the District will receive CAL OES reimbursements to cover these costs. This budget adjustment was approved by the CVFPD Board of Commissioners on February 9, 2026 (see Attachment B). The CVFPD revised FY 2025-26 budget includes $138,000 in unanticipated expenses and reimbursements from the following CVFPD strike team participation: 

1.) CAL OES Incident Name: TCU SEPTEMBER LIGHTNING COMPLEX
Dates:  9/4/2025 - 9/9/2025
Claim Estimate:  $28,265

2.) CAL OES Incident Name: GIFFORD
Dates: 8/7/2025 - 8/22/2025
Claim Estimate: $108,991

The CAL OES strike team participation and $138,000 of reimbursement revenue received allowed CVFPD to offset certain services and supply expenditures and enable the District to reduce the anticipated use of available fund balance by $26,350, resulting in an overall increase of $111,650 to the District's total financing sources.

Yolo County Department of Financial Services Accounts Payable/Special Districts has been working closely with the Capay Valley Fire Protection District to complete items required for their budget revision.
