Reason for Recommended Action/Background
The Clarksburg Lighting Assessment District was established in August 1982 under the Landscape and Lighting Act of 1972, with the adoption of Resolution 82-108. The Assessment District is responsible for providing street lighting for the community of Clarksburg. In 2021, after gaining property owner ballot support, the benefit assessment was increased from $22 to $35 per parcel to continue providing lighting services to Clarksburg with authority for future inflationary adjustments up to a maximum of 5% per year.
Ballot Conducted: September to November 2021
Ballot results: 71.8% of the property owners cast ballots in support of the proposed assessment
Board Approval of 1st year Assessment Levies: August 10, 1982
Fiscal Year 2022-2023 Approved Rate: $35 per parcel
Fiscal Year 2023-2024 Approved Rate: $37 per parcel
Fiscal Year 2024-2025 Approved Rate: $38 per parcel
Fiscal Year 2025-2026 Approved Rate: $39 per parcel
Annual CPI Adjustment
In each subsequent year, the maximum assessment rate increases by the annual change in the Consumer Price Index (CPI-U) for the San Francisco-Oakland-San Jose, CA area for the most recent February to February as compiled by the Bureau of Labor statistics or five percent (5%), whichever is lower. The rate shall be rounded to the nearest dollar. The change in the CPI from February 2025 to February 2026 is 2.5%. Therefore, the maximum authorized assessment rates for Fiscal Year 2026-27 have been increased by 2.5%, rounded to the nearest whole dollar, resulting in a maximum authorized assessment rate of $40.00 per parcel (an increase of $1.00 from last fiscal year). The proposed assessment rate for fiscal year 2026-2027 is $40.00 based upon the Engineer's Report and the cost projections therein. A summary of the previous years' assessment rates and the proposed fiscal year 2026-2027 rate is provided in the table below:
Summary of Assessments:
| Approved FY 21-22 (unchanged since 1982) | Approved FY 22-23 | Approved FY 23-24 | Approved FY 24-25 | Approved FY 25-26 | Proposed FY 26-27 | |
| Clarksburg Lighting Assessment (per parcel) | $22.00 | $35.00 | $37.00 | $38.00 | $39.00 | $40.00 |
As required by the Landscape and Lighting Act for the continued levy of the assessment, the Engineer's Report has been prepared by registered, professional engineers of Yolo County Public Works. The Engineer's Report is submitted to the Board as Attachment A. The proposed assessment will fund the cost of the maintenance and operations of the Clarksburg streetlights within the Assessment District boundaries. Adopting the Resolution of Intention (Attachment B) will approve the Engineer's Report, provide notice of the Board's intention to continue levying the assessment with the inflationary adjustment, and provide notice for the required Public Hearing on June 23, 2026, at which time the Board will consider whether to approve the proposed $40.00 assessment on the properties identified in the Engineer's Report for FY 2026-27, which will be collected on the tax roll.
