Approve the Economic Empowerment Project Grant Agreement No. EE-YOLO-21-23 with California Department of Social Services, Office of Child Abuse Prevention in the amount of $150,000 for the period of July 1, 2021 through June 30, 2023 to implement a universal basic income pilot program for families to improve long-term financial stability and reduce instances of child maltreatment. Recommended Action

  1. Approve and authorize the Chair to sign the Economic Empowerment Project Grant Agreement No. EE-YOLO-21-23, including Exhibit D (in Att. A), with the California Department of Social Services, Office of Child Abuse Prevention in the amount of $150,000 for the period of July 1, 2021 through June 30, 2023 to implement a universal basic income pilot program for families to improve long-term financial stability and reduce instances of child maltreatment;
     
  2. Authorize the Director of the Health and Human Services Agency to enter into and accept any financial or non-financial amendments and/or revisions to the Agreement, as provided in Exhibit D of the agreement, including exhibits, attachments, and associated forms, upon approval as to form by the County Counsel; and
     
  3. Authorize the Assistant Director and Business Services Manager of the Health and Human Services Agency, or designee, as an alternate signature designation for invoices as provided in Exhibit D of the Agreement.

Reason for Recommended Action/Background

The Economic Empowerment Project Grant is funding administered by the California Department of Social Services, Office of Child Abuse Prevention that is dedicated to assisting communities combat child maltreatment. Yolo County has been awarded to receive $150,000 in funding to implement a universal basic income pilot program for families for the purpose of improving long-term financial stability and reducing instances of child maltreatment. These funds will be used by Yolo County as basic income payments to assist 62 low-income families, who are participants of the CalWORKs Housing Support program. In addition, Yolo County will be providing financial training, parent education courses, and child abuse prevention services via a home visiting model and voluntary wrap around services.
 
Staff recommends approval of this agreement so that the funds can be accepted and essential community services can be implemented to serve low-income families in Yolo County.

No general funds are required by this action. The total amount of this action is $150,000 in revenue for the period of July 1, 2021 through June 30, 2023. The amount of $75,000 is included in the HHSA approved budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.
