Recommended Action
- Adopt resolution authorizing the Chair to sign State Agreement No. 21-10773 (Att. B) with the California Department of Public Health to accept Kids' Plate Grant funding in the amount of $150,000 for the period of October 1, 2021 through June 30, 2023 to provide services that will reduce the number of unintentional injuries and deaths to children relating to vehicular safety;
- Authorize the County Procurement Manager, or designee, to act on behalf of County in connection with the agreement, including any financial amendments up to $200,000 and any revisions to the agreement that are consistent with current County Procurement Policy upon approval as to form by the County Counsel; and
- Authorize the Director of the Health and Human Services Agency (“HHSA”), or designee to execute any non-financial extensions or amendments of the Agreement upon approval as to form by the County Counsel as well as any fiscal and program reports required under this Agreement, including reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background
The California legislature passed a bill in 1992 for the sale of Kids' Plates specialized vehicle license plates and the creation of the Child Health and Safety Fund (Chapter 1316, Statutes of 1992). Since 1998 the Injury and Violence Prevention Branch ("IVPB") of California Department of Public Health ("CDPH") has administered a portion of these funds to local entities for the purpose of supporting local efforts to reduce the number of childhood unintentional injuries and deaths in California through implementation of evidence and data-informed interventions.
The CDPH IVPB has awarded $150,000 to Yolo County for the period of October 1, 2021 through June 30, 2023, so that the County can work to keep its residents safe. Unintentional childhood injuries continue to be the leading cause of death to children in the United States with more than 12,000 deaths and 9.2 million nonfatal injuries occurring each year. With these funds the County will focus on reducing unintentional incidents as they relate to vehicular safety by implementing Unintentional Injury Prevention Program Interventions, promoting the Kids' Plates License Plates Program, and supporting the Child Passenger Safety program, including the purchase and distribution of car seats to low income families with children under the age of 8 years and with appropriate educational outreach.
