Recommended Action

Reason for Recommended Action/Background
On December 17, 2021 the Homeless Coordinating and Financing Council (HCFC) announced the availability of Homeless Housing, Assistance and Prevention (HHAP) Program Round 3 grant funding. HHAP Round 3 is a $1 billion block grant program authorized by AB 140 (Health & Safety Code § 50218.6, et seq.), which was signed into law by Governor Gavin Newsom on July 19, 2021. HHAP Round 3 is designed to build on regional coordination developed through previous rounds of HCFC Homeless Emergency Aid Program (HEAP), HHAP, and COVID-19 funding. Round 3 funds should be used to continue to build regional coordination and a unified regional response to reduce and end homelessness. As part of the announcement, Yolo County was allocated an amount of $914,977.42.
On or about February 8, 2022, the Board of Supervisors approved an agreement with the Business, Consumer Service and Housing Agency to receive funding in the amount of $182,995.48 for Homeless Housing, Assistance and Prevention Program Round 3 (HHAP3) Agreement No. 22-HHAP-10067 for the period of May 3, 2022, through October 1, 2026.
On or about June 21, 2022, HHSA entered into an agreement with Resource Development Associates to provide assistance in updating the Yolo County Plan to address homelessness as part of the HHAP3 grant process and to ensure all expectations of the new 2022 plan to address homelessness is an actionable and effective resource for those intended to be served which is required of the California Homeless Coordinating and Financing Council’s Homeless Housing, Assistance and Prevention Program (HHAP) Round.
Approval of this amendment will allow more time and additional consulting hours to complete the homelessness planning project.
