Waive second reading and adopt an ordinance entitled "An Ordinance of the Board of Supervisors of the County of Yolo Amending Certain Application Timeframes in the Cannabis Land Use Ordinance."

Reason for Recommended Action/Background
As explained in the October 11 staff report for the introduction of this ordinance, solely for existing licensees outside Capay Valley that do NOT want to seek additional non-cultivation license types, staff propose to extend the following deadlines and related processing/approval timeframes by one year:
- Deadline to apply for CUP (to December 15, 2023)
- Target date for County action on all CUP applications (to 6/30/2024 for existing)
- Deadline to cease cultivating if no CUP application filed (to 3/31/2024)
- Deadline to cease cultivation if no CUP received (to 3/31/2025)
These changes are set forth in the attached ordinance (Attachment A) amending the CLUO. A "track changes" version with the proposed edits to relevant CLUO language is included as Attachment B. Staff recommend adoption of the ordinance.
During the October 11 presentation on this ordinance, the Board asked staff to consider whether existing licensees should to be able to apply for non-cultivation use types if any licenses remain available after the initial allocation to existing licensees in deciding applications submitted by 12/16/2022. Staff will review this issue and return to the Board with a proposed approach in early 2023, along with information on license applications received.
