Authorize the Yolo County Procurement Manager to execute an agreement with UC Davis for the provision of a research agreement that will support the evaluation of the pilot program focused on families experiencing homelessness with children under the age of five called YOBI for a total amount not-to-exceed $350,000 for the period of July 1, 2022, through June 30, 2025; and authorize the Yolo County procurement manager to execute any future amendments to the resulting provider agreement including financial amendments for a total contract amount not to exceed $500,000.  (No general fund impact) (Sullivan)

Recommended Action

Authorize the Yolo County Procurement Manager to execute an agreement with UC Davis for the provision of a research agreement that will support the evaluation of the pilot program focused on families experiencing homelessness with children under the age of five called YOBI for a total amount not-to-exceed $350,000 for the period of July 1, 2022, through June 30, 2025; and authorize the Yolo County procurement manager to execute any future amendments to the resulting provider agreement including financial amendments for a total contract amount not to exceed $500,000.

Reason for Recommended Action/Background

The County, in collaboration with UC Davis, launched a poverty reduction program for families to move them above the California Poverty Measure. Under the Research Agreement, Yolo County will partner with the University research team to seek more funding for more comprehensive analysis, dissemination of findings, and long-term research goals.

The University will submit Interim and final technical reports to County that will identify scientific developments and describe any problems encountered in pursuit of the research objectives, and address in detail the technical aspects of the research activities covering the entire Period of Performance in pursuit of the objectives. In the period of 2016-2018, Yolo County had the third highest poverty rate in the state. Staff recommends approval of this agreement as this research may lead to solutions for CalWORKs dependent families in gaining self-sufficiency while lowering the poverty rate in the County.

HHSA is requesting that the Board approve Delegated Authority to the Procurement Manager to expedite the execution of the new Agreement. This partnership with UC Davis formally began in July 2022, but execution of the agreement has been delayed due to negotiations on contract language. The parties are close to reaching final consensus on language and hope to execute the formal documentation of this exciting partnership in the upcoming weeks.

No general funds are required by this action. These services will be funded by CalWORKs HSP. The total amount of this action is $350,000 for the period of July 1, 2022, through June 30, 2025. The amount of $150,000 is included in the HHSA adopted budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years
