Reason for Recommended Action/Background

In April 2020, the Board of Supervisors adopted a resolution authorizing acceptance of the Department of Housing and Community Development (“HCD”) allocation for the Transitional Housing Program (“THP”) Round 1. In November 2020 and October 2021, the Board of Supervisors adopted resolutions authorizing acceptance of additional THP Round 2 and THP Round 3 funding, respectively. In November 2022, HCD issued Allocation Acceptance Form for THP Round 4 funding for Fiscal Years 2022-24.

Funding under THP may be used to identify and assist with housing services for young adults from 18 to 24 years of age in the community to secure and maintain housing (with priority given to those in the state’s foster care or probation system); improve coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care, and provide engagement in outreach and targeting to serve those with the most severe needs.  Based on each county’s percentage of total statewide number of young adults aged 18-24 years in foster care, Yolo County is currently eligible to receive an additional allocation of approximately $139,482 for Fiscal Years 2022-24 to continue this program.

In November 2022, HCD issued an Allocation Acceptance Form for Round 1 of the Housing Navigation and Maintenance Program (HNMP).  Funding under HNMP in the approximate amount of $82,940 for Fiscal Years 2022-24 shall be used to provide training to HHSA Child Welfare social workers and County probation officers who serve nonminor dependents. The training shall address an overview of the housing resources available through the local coordinated entry system, homeless continuum of care, and county public agencies, including, but not limited to, housing navigation, permanent affordable housing, THP-Plus, and housing choice vouchers. The training shall also address how to access and receive a referral to existing housing resources, the social worker’s and probation officer’s role in identifying unstable housing situations for youth, and referring youth to housing assistance programs.

As part of this process, HCD requires that County submit an application for THP Round 4 and HNMP Round 1 funding in the form of Allocation Acceptance forms, accompanied by a Board Resolution authorizing the County to apply for and accept this funding, as well as designating the signatory for the associated allocation award.
