Recommended Action

Authorize the Yolo County Procurement Manager to execute the sixth amendment to Agreement No. 18-218 with BHC Heritage Oaks Hospital to extend the term of the agreement through June 30, 2023 and add funding in the amount of $347,240 for 2022-23, for a new contract maximum of $3,645,537 for the period of June 1, 2018 through June 30, 2023 for the provision of After-Hours Access and Crisis Services.

Reason for Recommended Action/Background

While HHSA works to finalize and re-release the Yolo County Crisis Now Program RFP, the County must have a vendor in place to provide both 24/7 behavioral health crisis and access line services as well as crisis navigation services. Until a new vendor is secured for these services, including the installation of new call center technology and all relevant staff training, HHSA is relying on the current vendor to bridge the service gap.

As such, Agreement No. 18-218 ("the Agreement") now only has two service elements, as detailed below:
  1. 24/7 Access and Crisis Line Services
Provision of triage services for calls coming into the 24/7 Behavioral Health (mental health and substance use services) Access Line for HHSA and assess and appropriately disposition service calls, urgent support requests and crisis calls to support the community. These services are provided 24 hours a day, 7 days per week, 365 days per year.
  1. Crisis Navigation
Provision of after-hours service eligibility and medical necessity review, as well as appropriate acute inpatient psychiatric placement arrangements for Yolo County beneficiaries in local emergency rooms.

On or about June 7, 2022, the County amended the Agreement to:
  1. extend the term through September 30, 2022,
  2. add funding in the amount of $174,000
  3. add an optional extension through December 30, 2022, and
  4. update and clarify language in the Agreement.
On or about August 5, 2022, the County took its option to extend the Agreement through December 30, 2022.

This sixth amendment extends the term of the Agreement through June 30, 2023 and adds funding in the amount of $347,240 for the remainder of 2022-23. HHSA believes it is in the best interest of the County to extend the Agreement based on satisfactory service and to avoid interruption of these vital services.

HHSA is requesting approval of the delegation of authority to the Yolo County Procurement Manager to expedite the execution of this sixth amendment. A formal Request for Proposal (RFP) for these services is planned for late FY 2022-23.
Performance measures were included in Agreement No. 18-218 and are not being changed by this amendment.

Competitive Bid Process/Vendor Performance

On December 20, 2017, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide After Hours Access and Crisis Services. The RFP was open for 6 weeks, and staff offered potential bidders an opportunity to ask questions during aPre-Proposal Bidder's Conference on January 3, 2018. Bidders were offered the opportunity to submit proposals by dropping off a paper proposal directly at HHSA.

HHSA received two proposals from this solicitation. A Proposal Review Committee was formed that included three HHSA employees from different branches and two members from outside entities including behavioral health, emergency services, law enforcement, and the community. The two proposals were evaluated, and because the scoring results were very close, it was recommended that individual interviews be conducted to determine the best-qualified bidder.

The proposal submitted by BHC Heritage Oaks Hospital was selected as the top choice by all members of the Proposal Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

The Department confirms BHC Heritage Oaks Hospital has performed satisfactorily on the current agreement. Thus, pursuant to the authority provided to the Yolo County Procurement Manger as the Yolo County Purchasing Agent under the current Yolo County Procurement Policy, the Procurement Manger has determined that it is in the best interest of the County to extend this Agreement, based on satisfactory service and to avoid the interruption of County business. A formal procurement for these services is planned to be released in late FY2022-23.

On June 29, 2022, HHSA released an RFP for the Yolo County Crisis Now Program which included the provision of a 24/7 High Tech Call Center to replace the current Behavioral Health Access and Crisis Line. The County held a Pre-Proposal Bidder's Conference via Zoom on July 14, 2022.The RFP was open until August 18, 2022. The RFP was not awarded. HHSA is working to re-release the Yolo County Crisis Now Program RFP in late FY2022-23 with the goal of a Yolo County Crisis Now Program (including the 24/7 High Tech Call Center) roll-out of July 1, 2023.

No general funds are required by this action. These services will be funded by Realignment funding. The action increases the contract maximum by $347,240 for new FY 22-23 contract budget of $695,000, resulting in a new total contract amount of $3,645,537 for the period of June 1, 2018 through June 30, 2023. The amount of $347,240 is included in the HHSA adopted budget for FY 2022-23.
