Reason for Recommended Action/Background

In the past few years, homelessness has become a significant issue in Yolo County due to the increase in the County’s homeless population. With the onset of the COVID-19 pandemic came an increase of health and safety concerns for this vulnerable population and those who serve them. Led by Yolo County, a collaboration was formed with local jurisdictions, service providers, healthcare providers, and private businesses to create Project Roomkey. Project Roomkey provided congregate shelter with the aim to prevent, prepare for, and respond to Coronavirus. The effect of this three-year response can be seen in the decreased number of unsheltered individuals counted in the 2022 Point-In-Time (PIT) count and in the flattening of the curve for all individuals and families experiencing homelessness as compared to the 2019 PIT Count data. The collaboration in the homeless system continues through the concerted efforts of the Commission to Address Homelessness, the Homeless and Poverty Action Coalition (HPAC), and HHSA staff.

Also, in conjunction with the Homeless Housing, Assistance, and Prevention Round 3 grant application submission, HHSA took the opportunity to partner with Resource Development Associates (RDA) and HPAC to update the 2019 Yolo County Plan to End Homelessness. In the 2023-26 Yolo County Plan to Address Homelessness, HHSA will collaborate and coordinate with jurisdictions, HPAC, and partners in the community to strive to meet the following goals as outlined:
  1. Strengthen Homeless Crisis Response System and Prevention Services.
  2. Increase Permanent Affordable Housing Options for Those Experiencing or At-Risk of Homelessness.
  3. Improve Collaboration and Coordination Between Physical and Behavioral Healthcare & Housing and Homeless Services.
  4. Strengthen Systems Level Coordination.
