Approve agreement with the City of Davis using American Rescue Plan funds in the amount of $397,978 for the period of January 1, 2024, through December 31, 2024, to launch a Davis Chapter of the flagship Downtown Streets Team (DTS) model where the DTS will manage a team of 15 volunteers (serving at least 60 individuals) to supplement existing cleaning initiatives undertaken by the City of Davis in the downtown areas. Recommended Action
- Approve agreement with the City of Davis using American Rescue Plan funds in the amount of $397,978 for the period of January 1, 2024, through December 31, 2024, to launch a Davis Chapter of the flagship Downtown Streets Team (DTS) model where the DTS will manage a team of 15 volunteers (serving at least 60 individuals) to supplement existing cleaning initiatives undertaken by the City of Davis in the downtown areas and;
- Delegate authority to the Interim Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background
American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $7,500,000 for projects under Housing & Homelessness priority category. The Board then subsequently reviewed and provided direction on certain housing and homelessness funding at the October 25, 2022, Board meeting and expressed support for funding the proposal from the City of Davis. Staff has worked with the City of Davis to develop the final contract, which is recommended for approval with this staff report.
The City of Davis-Downtown Streets Team
Funding this contract with the City of Davis will help launch a Davis Chapter of the flagship Downtown Streets Team (DST) model per request from the City of Davis and Yolo County HHSA. DST will manage a standing Team of 15 volunteers (serving at least 60 individuals) to supplement existing cleaning initiatives undertaken by the City of Davis in the downtown core and other agreed-upon areas. The supportive services are to ensure individuals maintain permanent housing and provide case management. The performance measures and outcomes associated with this project include tracking the number of unduplicated individuals served, the amount of environmental debris removed, the number of barriers to service removed, and the number of unduplicated enrolled employed a minimum of 90 days. More information about this contract, including a statement of work, budget, and performance measures, may be found in Attachment A.
