Adopt resolution authorizing the County Administrator to execute emergency drought grant funding for dry well assistance program. (Att. A)

On November 23, 2021, the Board adopted Resolution No. 21-149 (Att. B), authorizing the Yolo County Office of Emergency Services to submit an application to the California Department of Water Resources (DWR) for grant funding for the Yolo County Dry Well Assistance Program. When the initial resolution was passed, the Emergency Services Coordinator was named as the primary party with responsibility for the application, funding execution, and reporting of grant funds. Since then, the program has grown beyond dry well response to also include pass-through funding for local Fire Protection Districts. Due to this growth in scope, it was decided that the County Administrator should replace the Emergency Services Coordinator as the responsible party for funding execution and reporting. To accomplish this change in the County's responsible party, DWR has recommended that a new resolution replace the existing one.
