Adopt resolution designating the County Administrator as the authorized agent for the purpose of applying for and administering Federal and/or State financial assistance for disaster expenses, as required by the Federal Emergency Management Agency and the California Governor's Office of Emergency Services, for a three-year period. Recommended Action
- Adopt resolution designating the County Administrator as the authorized agent for the purpose of applying for and administering Federal and/or State financial assistance for disaster expenses, as required by the Federal Emergency Management Agency (FEMA) and the California Governor's Office of Emergency Services (Cal OES), for a three-year period; and
- Authorize signatory authority for the County Administrator for the application for grants and other assistance, submission of claims and progress report, and disbursement of funds.

Reason for Recommended Action/Background
The Federal Emergency Management Agency (FEMA) and the California Governor's Office of Emergency Services (Cal OES) require all non-state agencies to submit a resolution specifying the public entity's designated agent in order to receive disaster assistance funding. The governing board is to designate an agent authorized to execute the necessary documents to obtain and administer the funding, as well as to provide the information, assurances, and agreements required for matters pertaining to Federal and/or State disaster assistance.
Under certain circumstances, the Fire Management Assistance Grant (FMAG) Program may be available to local and tribal governments for the mitigation, management, and control of fires on publicly or privately owned forests or grasslands, which threatens such destruction as would constitute a major disaster. Additionally, the California Disaster Assistance Act (CDAA) authorizes the Director of Cal OES to administer a disaster assistance program that provides financial assistance from the State for costs incurred by local governments as a result of a disaster event.
This resolution is to be filed with the Cal OES for the purpose of obtaining certain federal financial assistance under Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act. This is a universal resolution and is effective for all open and future disasters for up to three years following the date of approval.
Approval of this resolution will allow the County to apply for Federal and/or State financial assistance for allowable costs incurred as a result of a disaster event.
