Adopt Plans and Specifications for the Appliance Recycling Area Improvements at the Yolo County Central Landfill. (No general fund impact) (Lindbo/de la Cruz-Ta)
Recommended Action
- Adopt the plans and specifications for the Appliance Recycling Area Improvements;
- Authorize the Integrated Waste Management Division Director to sign the Notice to Contractors;
- Authorize the Integrated Waste Management Division Director to advertise for competitive bids;
- Authorize the Integrated Waste Management Division Director to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
- Authorize the Integrated Waste Management Division Director to approve all construction change orders up to the maximum amount allowable under State law, provided the total contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
The landfill has offered appliance (often termed white goods) recycling services for decades. The current location becomes very congested during periods of high customer use and conflicts with other recycling activities and the reuse facility. The division worked with one if its consultants, Geosyntec Consultants, to design a new area for appliances to be dropped off and recycled. This project includes a reinforced concrete slab for long term durability and drainage piping and drainage filters to improve and treat runoff before it is discharged into the facilities existing storm drainage ditch. The relocation to the north of the scale house will also allow better access and traffic flow during periods of high customer volume. Construction is anticipated to begin in Summer 2023 and be complete in Fall 2023.
The construction cost estimate for the project is $970,680, which includes a 20 percent contingency. Fees collected on the various appliances collected for recycling will pay for this improvement.

Competitive Bid Process/Vendor Performance
Project will be advertised on Bidsync.com for competitive bidding. The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services-Division of Integrated Waste Management. A contract may only be awarded to the lowest responsive and responsible bidder.

Further explanation as needed:
The appliance recycling area improvements will be paid by the Sanitation Enterprise Fund, which is funded through the tipping fees collected at the landfill. There will not be an impact to the general fund. The division's FY 22-23 budget includes $1,000,000 for completion of this project, though only a portion of the work will be completed this fiscal year. The remaining portion will be completed in FY 23-24 and the division's requested budget includes the remaining funds necessary to complete this project.
