Adopt Certification Resolution excepting the 180-day waiting period when hiring retirees for temporary staff support as retired annuitants for the Assessor/Clerk-Recorder/Elections, County Administrator's Office, Financial Services and Sheriff's Office. Recommended Action

Adopt Certification Resolution excepting the 180-day waiting period to hire retirees Sara Jeska, Margaret Raley, Sheryl Hardy-Salgado and Tina Day.

Reason for Recommended Action/Background

The Public Employees' Pension Reform Act of 2013 (PEPRA) and Government Code 7522.56 & 21224 requires that individuals who retire from a CalPERS agency wait 180 days before being reemployed by the same or another CalPERS Agency unless the individual chooses to reinstate from retirement. Government Code 7522.56 allows exceptions to this 180-day waiting period under certain circumstances including rehiring retirees in an extra help status to perform work of limited term duration and limited term special project work. 

Effective February 21, 2023, staff recommends approval of the attached CalPERS Resolution to allow the hire of one retired annuitant, Sara Jeska, for the Assessor/Clerk-Recorder/Elections department, to provide the fulfillment of a critical need to assist staff with the preparation and valuation of business personal property and fixtures for the completion of the 2023/24 unsecured property tax roll.

Effective Januray 10, 2023, staff recommends approval of the attached CalPERS Resolution to allow the hire of one retired annuitant, Sheryl Hardy-Salgado, for the Department of Financial Services, to provide the fulfillment of a critical need to assist in the employment of a Property Tax staff, to train and develop staff, and complete necessary and time-sensitive property tax functions.

Effective August 30, 2022, staff recommends approval of the attached CalPERS Resolution to allow the hire of one retired annuitant, Margaret Raley, for the County Administrator's Office, to provide administrative support to the HR professional who will conduct an unrepresented compensation study for the County.

Effective July 26, 2022, staff recommends approval of the attached CalPERS Resolution to allow the hire of one retired annuitant, Tina Day, for the Sheriff's Office, to provide continued uninterrupted support of the completion of the Leinberger Detention Facility replacement project and to assist in the review, assessment, and revision of essential policies, practices, and procedures.

All recommended resolutions included in this item have already been approved by the Board on consent; however CalPERS requires approval by the County Board of Supervisors in a public meeting (Government Code section 7522.56[f][1].
