Reason for Recommended Action/Background

The County requires an archival solution to access historical financial, supply management, and human resources/payroll data after migrating to Infor CloudSuite.

Background
The Board of Supervisors considered the Infor CloudSuite Migration project over the course of 2021 and provided the final approval to move forward on August 31, 2021. The project kicked off in October 2021.

On September 13, 2022, Staff presented a status report and recommended extending system go live date from January 2023, to July 2023, because the overall project was behind schedule due to resource constraints and the technical complexity of the new system. Staff also requested funding to cover two smaller projects; a data archiving solution, and the migration of a check printing solution to an on-premise platform, with an estimated cost of $40,320 and $36,000, respectively.  At the time of the presentation, staff were still finalizing the archival solution and negotiating associated costs. The finalized proposed cost represents roughly a 17% discount off the orginal proposed cost.     

The Board of Supervisors approved the project extension and additional funding on September 27, 2022.

Competitive Bid Process/Vendor Performance

The Yolo County Procurement Manager approved a sole source procurement for these services. Procurement reviewed the request and determined that it was in the County's best interest to leverage the integration, reporting tools, and established servers/support already acquired with the Infor CloudSuite software package to archive the County's financial, supply management, and human resources/payroll data once the County transitions to Cloudsuite.
