Recommended Action

Approve renaming of the Willowbank County Service Area (CSA) Advisory Committee to the Willowbank CSA and Community Advisory Committee and approve expansion of the purpose of the Advisory Committee to consider additional matters that impact the Willowbank community, including but not limited to, waste removal issues, neighborhood security and traffic operations.

Reason for Recommended Action/Background

The Willowbank County Service Area (CSA) was created in May 1996 under the County Service Law (Gov. Code §§ 25210, et seq.) to provide water services to 131 homes in the Willowbank subdivision located just outside the southeastern city limits of Davis.  The CSA was established to provide water for domestic use and fire protection purposes and to construct a new water system to replace the Oakside, Meadowbrook and Willowbank Mutual Water Companies. In order to address ongoing water quality issues, the CSA connected to the City of Davis' water system in 1999.  The Willowbank CSA is governed by the Yolo County Board of Supervisors (BOS), which appointed a seven-member advisory committee composed of local Willowbank residents in 1996. The advisory committee's role is to provide advice to the BOS regarding the services and facilities of the CSA.

In December 2022, Local Agency Formation Commission ("LAFCo") completed and adopted a Municipal Service Review of the CSA's, including Willowbank.  LAFCo discussed that the CSA has not provided any municipal services since 1999, therefore it is inefficient to maintain the CSA government structure.  However, the Willowbank CSA Advisory has been valuable to the community and taken on additional responsibilities regarding community issues and is exploring potential future infrastructure needs of the community including the condition and ongoing maintenance of the roads.   The Willowbank CSA Advisory Committee discussed dissolution of the CSA structure and the formation of an advisory committee to continue the additional services of the community.  At the January 2023 CSA meeting, the Willowbank CSA Advisory Committee, with the support of Supervisor Provenza's office, voted unanimously to continue the CSA and expand the scope of community issues on which the Advisory Committee can advise the Board of Supervisors.  

Accordingly, the Willowbank CSA Advisory Committee will be renamed as the Willowbank CSA and Community Advisory Committee.  The Advisory Committee will continue to be composed of seven members who reside within the boundaries of the Willowbank CSA and will continue to serve 4-year terms and current members (Elizabeth McCapes, Olin Woods, John Lindsey, Arthur Lawyer, Anne Todgham, Brian Morrissey) will continue to serve on the Advisory Committee with one remaining vacancy.  The Willowbank CSA and Community Advisory Committee will address matters that impact the neighborhood, including but not limited to, waste removal issues, neighborhood security and traffic operations, and providing opportunities for public comment on projects within the community, to name a few.  The current members of the Advisory Committee will continue to serve and the change to the name and scope of the Advisory Committee will not impact the current Advisory Committee Member terms.  This Advisory Committee will continue to be subject to the Ralph M. Brown Act, therefore meetings will be held in a public venue and agendas will be posted 72-hours in advance. The Willowbank CSA and Community Advisory Committee will also continue to be subject to Title 2, Chapter 2, Article 36 of the Yolo County Code concerning procedures for advisory bodies appointed by the Board of Supervisors.
