Approve second amendment work authorization for NORR Associates, Inc. under Agreement No. 20-123 to extend expiration date to June 30, 2023, to provide architectural consulting services for the Cache Creek Nature Preserve Visitor Center. (No general fund impact) (Pistochini)

Recommended Action

  1. Approve second amendment work authorization for NORR Associates, Inc. under Agreement No. 20-123 to extend expiration date to June 30, 2023, to provide architectural consulting services for the Cache Creek Nature Preserve Visitor Center; and
     
  2. Authorize the Director of General Services to sign the Work Authorization.

Reason for Recommended Action/Background

The Cache Creek Nature Preserve, located at 34199 County Road 20, Woodland, CA, was donated to the County by Teichert Land Company in March 1999, pursuant to a Master Agreement between the County and Teichert. This was the second property brought into the Cache Creek Parkway system.  The County owns the property in fee title and has an agreement with the Cache Creek Conservancy to provide operation and maintenance.  There are two modular buildings on the property that the Cache Creek Conservancy uses for their administrative building and education exhibits.  These structures have been on the property for over 20 years and are reaching the end of their useful life. 
 
In anticipation that the buildings would need to be replaced, the Yolo County Natural Resources Division worked with NORR Associates, Wilson Design Studio, and Consero Solutions over the course of the 2020 calendar year to develop a schematic design for a new visitor center/administrative building and storage facilities on the property. On October 6, 2020, the Yolo County Board of Supervisors unanimously approved (by a vote of 5-0-0) the proposed schematic designs (see Minute Order No. 20-135 for more information on the Board's action). 

On May 21, 2021, the Natural Resources Division solicited quotes from four firms on the General Services Department’s On-Call List (NORR Associates, Inc., Callander Associates, Mark Thomas, and Dewberry) to assist with this next phase. The deadline for quotes was June 4, 2021. Out of the firms asked to bid on the project, only NORR Associates and Callander Associates responded. NORR Associates provided a quote for the work (Attachment B). Callander Associates declined to submit due to not having the appropriate in-house staff available to assist. Natural Resources Division staff reviewed the proposal from NORR Associates and found that it adequately addressed all desired services, and that the firm possessed all necessary qualifications. 

NORR has been developing the construction documents for the proposed Cache Creek Nature Preserve Visitor Center. When the work authorization was approved by the Board on June 29, 2021, the intent was to have the construction documents completed by the end of the fiscal year 2021/22. Recently the decision was made to have the construction documents go through a contractibility review analysis by a third-party vendor to ensure the documents are constructable with this being said NORR Associates have some outstanding deliverable regarding the completion of the LEED energy model documentation and design.  In addition, NORR will also be making final edits to the 100% design construction documents based on the third-party vendor contractibility analysis review.  At this time the Department is requesting to extend the expiration date on work authorization to June 30, 2023.

Competitive Bid Process/Vendor Performance

On-call contracts were solicited and reviewed in compliance with Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors in June 2020. The vendor has performed up to the County's expectation up to this point.
