Subject

Adopt a Notice of Exemption finding that the 2023 Pavement Preservation Project is exempt from the California Environmental Quality Act (CEQA) and authorize filing of a Notice of Exemption pursuant to Public Resources Code 21152(b); adopt the plans and specifications for the 2023 Pavement Preservation Project and approve the Project; Authorize the Director, Public Works Division to sign the Notice to Bidders; Authorize the Department of Community Services to advertise for competitive bids; authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and authorize the Director, Public Works Division, to approve all construction change orders, provided the contract amount does not exceed available funds for the Project. (No general fund impact) (Lindbo/Aleaf)

Recommended Action

  1. Adopt a Notice of Exemption finding that the 2023 Pavement Preservation Project is exempt from the California Environmental Quality Act (CEQA) and authorize filing of a Notice of Exemption pursuant to Public Resources Code 21152(b) (Attachment B);
     
  2. Adopt the plans and specifications for the 2023 Pavement Preservation Project and approve the Project;
     
  3. Authorize the Director, Public Works Division to sign the Notice to Bidders;
     
  4. Authorize the Department of Community Services to advertise for competitive bids;
     
  5. Authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and
     
  6. Authorize the Director, Public Works Division, to approve all construction change orders, provided the contract amount does not exceed available funds for the Project.

Reason for Recommended Action/Background

These actions will allow the Department to solicit competitive bids and promptly proceed with construction of the 2023 Pavement Preservation Project.

Background
The proposed County Roads (CR) where pavements will be improved in this project are located throughout the County as shown on the location map (see Attachment A) and listed below:
  • CR 104 from Tremont Rd to Montgomery Ave
  • South River Rd from Sacramento County (Sutter Slough Bridge) to CR 142
  • Courtland Rd (CR 158) from State Route 84 to South River Rd
  • Waukeena Rd from Morse Rd to Courtland Rd
  • North Courtland Rd from Z Line Rd to State Route 84
  • Z Line Rd from North Courtland Rd to Clarksburg Rd
  • Gaffney Rd from Z Line Rd to State Route 84
  • CR 144 from CR 143 to CR 142
On road segments where the pavement has far exceeded its design life, the treatment will include completely pulverizing pavement in-place, placing a hot mix asphalt leveling course, then applying an asphalt rubber chip seal followed by a slurry seal.

On road segments where the pavement life can be extended, the treatment will include digging out and replacing failed areas, then applying an asphalt rubber chip seal followed by a slurry seal.

The project is expected to take approximately 55 working days to complete. There will be no road closures and the contractor will be required to always provide access to residences and businesses. Advance notification signs will be placed to advise motorists to use alternate routes during construction. All roadwork will be done under traffic control that will involve lane closures and minor delays to traffic during the workday.

County Planning staff reviewed the project under the California Environmental Quality Act (CEQA) and determined that it is categorically exempt pursuant to CEQA Guidelines Section 15301(c) (existing highways, streets and similar facilities). A proposed Notice of Exemption is attached as Attachment B.

Collaborations (including Board advisory groups and external partner agencies)

Encroachment permits are required to be secured by the contractor from Caltrans and City of Davis.

Competitive Bid Process/Vendor Performance

The competitive bid process will be completed in accordance with State law.  Bids will be opened and read publicly at the Department of Community Services.  A contract may only be awarded to the lowest responsive and responsible bidder.

Further explanation as needed:

Sufficient funds have been budgeted in the FY22/23 Road Fund Adopted Budget and the FY23-24 Road Fund proposed Recommended Budget for the 2023 Pavement Preservation Project. Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, will provide most of the funds for construction.
