Reason for Recommended Action/Background

The Yolo County Operational Area Joint-Hazard Mitigation Plan of 2023 is a comprehensive planning effort that identifies the hazards that Yolo County and each of its jurisdictions are at risk from and which leads to the development of projects and actions to mitigate that risk. The plan is a living document that must be officially updated every five years for the County and each of its jurisdictions to be eligible for hazard mitigation assistance grant funding from the Federal Emergency Management Agency (FEMA). Each jurisdiction that is seeking FEMA approval must adopt the mitigation plan. Adoption by the local governing body is an essential part of the planning process, as outlined in the regulations and requirements for mitigation planning. This is the final step that each jurisdiction must take to complete the mitigation planning process and receive plan approval. Adopting the plan before submission to FEMA allows for FEMA approval after their review and will expedite the plan approval process if it meets all FEMA requirements.

The plan’s first draft was completed by the County and approved by FEMA in 2013 and again in 2018. As part of the official 2023 update process that began in early 2019, the County held numerous meetings with internal stakeholders and the public to gather information and input for the plan.

The 2023 update per the County of Yolo adopting resolutions, the County of Yolo adopts the Yolo County Operational Area Joint-Hazard Mitigation Plan pending FEMA’s approval. While content related to the County of Yolo may require revisions to meet the plan approval requirements, changes occurring after adoption will not require the County of Yolo to re-adopt any further iterations of the plan. Subsequent plan updates following the approval period for this plan will require separate adoption resolutions.

The County will continue to update the plan as part of its annual maintenance cycle. The official 2023 plan update process will commence in early July 2024.
