Adopt resolution authorizing the Chair to sign State Agreement No. 22-11257 with California Department of Public Health in the amount of $427,605 for the period of May 1, 2023 through May 10, 2024 for the California Nursing Home and Long-Term Care Infrastructure and Preparedness Project. (No general fund impact) (Sullivan)

Recommended Action

  1. Adopt resolution authorizing the Chair to sign State Agreement No. 22-11257 with California Department of Public Health in the amount of $427,605 for the period of May 1, 2023 through May 10, 2024 for the provision of CA Nursing Home and Long-Term Care Infrastructure and Preparedness Project; 
     
  2. Authorize the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the Agreement upon approval as to form by County Counsel; and
     
  3. Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program forms and reports required under this Agreement, including forms and reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background

The purpose of this grant is to assist the County with supporting nursing homes (skilled nursing facilities and long-term care facilities) to respond to SARS-CoV-2 infections, and to build and maintain the infection prevention infrastructure necessary to support resident, visitor, and facility healthcare personnel safety. Long-term care facility residents continue to be at highest risk of severe disease and death due to COVID-19, as well as other infectious conditions such as influenza, antibiotic resistant bacteria, and respiratory syncytial virus. This grant will enable the County to maintain and expand the infection control and prevention infrastructure achieved during the COVID-19 pandemic that protects these vulnerable residents.

The grant will build the County’s internal infection prevention capacity to provide education, training, and support to skilled nursing facilities and other long-term care facilities. County staff will engage facility leadership and infection preventionists to provide initial and refresher training for facility staff and caregivers on how to conduct and interpret point of care COVID-19 and influenza A/B antigen tests. County staff will also staff and support continued COVID-19 and influenza vaccination and help facilities to enroll in the California Immunization Registry in order to verify resident vaccination statuses.
