Authorize execution of two agreements with the Yocha Dehe Wintun Nation providing state and County funding to support the Capay Valley Health and Community Center project.

Reason for Recommended Action/Background

The two agreements included with this Board item provide funding to support the Capay Valley Health and Community Center, a community benefit project of the Yocha Dehe Wintun Nation. Currently under construction in Espartothe project is intended to improve healthcare services in Esparto and the Capay Valley. The Project will provide a 26,601 square foot facility to create a hub for services and allow people on the western side of Yolo County to access health, community, social welfare, and County services. The Yocha Dehe Wintun Nation partnered with the County and coordinated with RISE, Inc. (a 501(c)3 that has provided services to the rural communities for over 30 years), Winters Healthcare Foundation (a federally-qualified health center with successful operations in Winters), and Brown Construction (an experienced firm that is committed to building the Project through its community-focused “Build it Forward” program) on the project.

The agreements provide both state and County funding for the project. The agreement regarding state funding passes through a Budget Act of 2022 appropriation totaling $6.5 million. The Board of Supervisors approved a related agreement between the County and Caltrans (the state agency charged with implementing the Budget Act appropriation) at its July 25, 2023 meeting, and certain terms and provisions of that agreement are incorporated by reference into the County/Tribe agreement to ensure the County fulfills its reporting and other obligations to Caltrans. The agreement regarding local funding provides $5 million in County funds from various sources to the project, as described in more detail in the fiscal impact section of this staff report. It is similar in most respects to the agreement on state funding and ensures that the County's funding is used to support project-related costs (including but not limited to construction, furnishings, fixtures, equipment, and other project-related items). 

The Yocha Dehe Wintun Nation formally accepted the state and local funding (subject to final action by the County) and approved both agreements at its August 22, 2023 Tribal Council meeting. This office recommends Board approval of the attached agreements to finalize the County's contribution and pass-through of state funding for this community benefit project.

There is no fiscal impact resulting from the agreement on state funding. The County's $5 million contribution consists of funding from three sources:
  • $250,000 in IGT funding
  • $450,000 in HHSA Emerging Needs funding (tobacco settlement receipts)
  • $4,300,000 in revenue reimbursement funds available through the American Rescue Plan Act.
The final 2023-2024 County budget will include appropriations of the above funding.
