Reason for Recommended Action/Background

The agreement included with this Board item provides funding to support the Capay Valley Health and Community Center, a community benefit project of the Yocha Dehe Wintun Nation. Currently under construction in Espartothe project is intended to improve healthcare services in Esparto and the Capay Valley. The Project will provide a 26,601 square foot facility to create a hub for services and allow people on the western side of Yolo County to access health, community, social welfare, and County services. The Yocha Dehe Wintun Nation partnered with the County and coordinated with RISE, Inc. (a 501(c)3 that has provided services to the rural communities for over 30 years), Winters Healthcare Foundation (a federally-qualified health center with successful operations in Winters), and Brown Construction (an experienced firm that is committed to building the Project through its community-focused “Build it Forward” program) on the project.

The attached agreement provides County funding to support the project. In September, the Board approved a separate agreement regarding state funding to pass through a Budget Act of 2022 appropriation totaling $6.5 million. The agreement currently before the Board provides $5 million in County funds from various sources to the project, as described in more detail in the fiscal impact section of this staff report. It is similar in most respects to the previously approved agreement on state funding and ensures that the County's funding is used to support project-related costs (including but not limited to construction, furnishings, fixtures, equipment, and other project-related items). 

The Yocha Dehe Wintun Nation formally accepted the proposed County funding (subject to final action by the County) and approved this agreement at its August 22, 2023 Tribal Council meeting. This office recommends Board approval of the attached agreement to finalize the County's contribution to this important community benefit project.

  • $250,000 in IGT funding
  • $450,000 in HHSA Emerging Needs funding (tobacco settlement receipts)
  • $4,300,000 in General Fund
The final 2023-2024 County budget included appropriations of the above funding.
